i came before you because i am a resident of park merced. it was recently disclosed to me on may 24, it was an unbelievable day because the first amendment rights of the residence and the public here in san francisco were denied in the land use committee at a later that afternoon before the sort of -- on board of supervisors. we were prohibited from reading the 14 pages of revisions that were introduced by supervisor david chiu in land use committee that changed the contract. we were not aware of the fact that there is a memo included in the legislation and the memo refers to $50,000 to be given to a project in supervisor carmen chiu's district. it is on muni stationery written by employees, and is a supplemental money. however, nowhere in the documents posted online and did this ever surfaced. that is alarming and disturbing. one of the things i did not mention in my letter, i think an investigation is warranted because i think it is a conflict of interest for that legislation to have been included within the development agreement that the

this is similar in many ways to park merced, in that it has a number of low-rise units, which i understand are up the zone, and i would anticipate that those are going to be demolished at some point, and we will see luxury high-rise condominiums built their -- there, and there will be a loss of many units due to hotelization. this is being rented out to corporations, for their pilots' and their attendants back, and that is not only taking affordable rent-controlled housing for the people need it, it is also robbing the legitimate hotels from their business, and it is robbing the city from its hotel tax revenue. it is technically legal that they can do that, as mr. paul pointed out, but i think a quick fix in the lot to redefine the rental of less than 30 days, even if the rental is greater than 30 days, that is less than 30 days, it is a violation of the apartment conversion law. but nonetheless, we should not be rewarding golden gateway for these illegal conversions. we should not be setting the stage for golden gateway to become another parker said fight, and we certainly do not need mor

merced. one of the contentious items around the lake our responsibilities for the leases. currently, rec and park manages all the leases at the lake merced tract. that includes the hard the golf course, which is technically now leased with the pga, and for the boat house. i would also have a responsibility for issuing rfp used for recreational opportunities. we would also participate in rfp for use of the bauhaus. on the pc side, and -- the p u c side, we look at the area on the south side of the south lake, where the issues are recreational to some extent, but there are watershed issues. we think it is important we have to take on those issues directly. with rfp's, we are talking about management of the watershed in a way we believe would directly affect the quality of beneficial uses of the lake. we have a public process regarding the memorandum of understanding. we should draft the mou in mid july this year. the watershed committee and citizens advisory committee had a public meeting at the clubhouse. we met with the public parks and recreation open space advisory committee, prosaically called

manager for lake merced, i joined an organization that started around 1999 the consisted of more than 30 stakeholder organizations, including this agency and other representatives of rec and park, for example. the city council supervisor member -- it was quite a large group of stockholders. we monthly had meetings and work on issues related to lake merced. we raise the money to improve lake merced. in the year 2006, we discussed with these agencies the potential of a puc taking over the management responsibility. we have also been engaged in a master plan for lake merced, which ultimately became the watershed report you are going to talk about today. we decided that if this could happen, if the management responsibility were taken over by the puc, that perhaps there would not be a need for the task force to continue. in 2009, with that assurance, through a resolution we made, we decided to sunset. in i believe january, possibly later -- actually, in july of 2009. we had a meeting where the resolution was approved unanimously by all the representatives. we had members of rec and park and i believe sean elsbernd himself. sean had requested through the city supervisors that this

basically as a brief overview, i am going to talk about the proposed lake merced management mou between the puc and park commission, the watershed reports, and specifics about the bauhaus, which is a particular -- about the boat house, in dealing with the lake or said water levels. here is a photograph of lake merced. three legs. south lake, the main body. northlake, which is kind of the park at the top. at the bottom is an area called in how -- impoound lake. it is separated off because of sewer facilities. it is our responsibility overall. this would update the puc resolution. it does not replace that revolution, but would define better our responsibilities, defining the rec and park responsibilities. the whole point is we defining the responsibilities so that expectations are clear for all to say. on the pc front, there is a laundry list of items about attracting collaboration with rec and park, really focusing on water levels, water quality.
