playground was not open all the time. there was a cement factory that was pioneering in making sure it became a park. i am glad they are now pushing to this project in a very needed part of the neighborhood, where mission creek used to flow and hopefully nature returns to it, to bless us a little bit and nurture us with clean air, trees, and all that. a part is very needed in this part of the city. i hope all of you are supporting this and paying attention to what all the speakers say. >> hello, supervisors. i just wanted to talk to you a little bit more about all the community work that has been done for many years on this park. hundreds of community folks have been able to be part of this process in getting to where we are today. i worked in the mission. one of the projects we did with adult members is something called a ground trouping. it is community mapping of what is going on around our neighborhood. some of the things we found is that there is a lot of toxic pollution in our neighborhood, a lot of contamination. these are things that folks who live in that neighborhood, go to school, that are

playground. phase 2 projects are all in the design process. 140th birthday of golden gate park. fountains, gardens, ball fields, and even trash cans are getting a facelift. the planning team oversaw the completion of the north beach library and secured prop 84 grants. bonn programs are under way. last is our commitment to our own administrative deficiencies. as we reported previously, our staff has achieved a $370,000 reduction in workers' comp savings in the last 12 months. we did a very detailed custodian service analysis. custodians were reallocated to better meet needs. we are just beginning a reorganization of our aquatics program that will ensure more and better service to the public. it has been a very full fiscal year 2010-2011. we are looking forward to a fabulous 2011-2012. a very big shout out and thank you to the rec and park staff. i can tell you without a doubt that this is the hardest working, most dedicated staff. that concludes the general managers' report. commissioner buell: for being so brief, thank you. playground. we are moving forward on balboa park, as part of this initiative. we're making a lot of progress and i think that we have a lot to celebrate. and this is all the work that has been done in golden gate park over the last few years and this is just the proposition for the funding for this program. this does not include the museums or the major investments that have been made, that delivered a number of projects to the music concourse fountain, the botanical gardens improvements, and repaving in partnership with the nonprofits and the other funding sources. these are the remaining projects that we are working on right now. we're almost there. the goal is, because we receive funding from the state that we have to deliver, those projects by the end of the calendar year to meet the funding constraints -- we are moving forward with those. and so, the 2008 clean and safe neighborhood parks find, before we go into the implementation, i would like to refresh everyone's memory -- memory about what it took to develop this bond, and the accountability measures t

he begins invented himself as a suburban family town with parks and playgrounds around the river, the golf course, the church and synagogue. on sunday afternoon, the family's converged a franklin park to walk through the parkway or to watch the ostriches, polar bears and tigers at the zoo. a kind of small note here which is that when i was writing all of this i kept thinking i went to his house and i looked out what might have been his window i don't know what he saw that it looks out into franklin park which is at that point of time and part of it was a zoo and i kept thinking to myself if i was a 3-year-old child what what i remember most out that sue? i had a 3-year-old daughter denney and i kept thinking what would it be? i thought to myself would have to be dannel because it took only a couple of readings to figure out that there were ostriches actually become to the north chester park zoo and what was mice is that the history if someone came to me i was doing one of these readings in seattle if someone came to me and said how do you know there are no ostriches in those new? and

we'll have the new entry which will greatly improve the appearance of the park from elk street, drop off, new pathway, new playground, rest room, and the new tennis court. here's an image of the long-term view of the other elements that can also be included as we move forward. this is an image looking down on that new pathway. so the new pathway in this image and the playground would be included. we don't know what exact playground features will include. that will be part of the community process that will go forward this fall. to work with them in detail what this first portion of the project, the funded portion of the project will include. you are seeing some ideas for the way the rec center can be reenvisioned and made better for the community. here's an image of the glade and creek area which we are proposing hooned the rec center. this is an opportunity to daylight a portion of the creek and bring some additional habitat and sort of another special resource that this park can offer. again we have $5.8 million in place right now. and we are -- one of the really -- one of the real privileges of working with publi

several people all of whom know about what happened yesterday, but this park is built basically for kids, there are a couple of playground structures but i want to look at a sign that says all dogs must be on a leash, these dogs were not. according to police they had several calls to come to the park because they had two dogs threatening at least one child and one adult. speaking to a neighbor, police told her these two dogs were fighting with other dogs first and they began to attack children. after police came they separated the dogs. they tried tot airs the dogs, that didn't work, but i spoke to a man this morning and he said he knows these two dogs, they are just about a year-old and he said the dogs and the owners are nice people. >> i know the owners, i have seen them here in the mornings and the dogs have been great dogs, nice dogs -- >> reporter: now after it didn't work, they shot one, one dog died on the scene the other one was tasered and was taken away by animal control. we will talk to police to find out what exactly happened to the other dog whether it has been euthanized or if it's still at the animal shel

park site plan. i know this came before you. this plan is conceptual. it shows a playground. we're thinking of both area for adult and kid play. lawn areas. and some very, very state-of-the-art environmental sustainability features. i really think that this park in many ways is a flagship park for sustainability in our system providing bioswells. and the new park design we've ever implemented including low-impact design which is the reuse of water collection on the site. using a cistern. performance bases for the opportunity for community to perform on site. and other educational elements. so something the community has been very actively interested in seeing at their site. so here's some images of the adult exercise equipment and the lawns and other types of things that could be included in this park as we move forward. again, there's been a lot of different partners helping us to make the park what this neighborhood has been asking for. and to the next steps we'd be going to the public utilities commission in early mid september and then the board of supervisors would review
