plan with the california parking company. i am also with the san francisco parking association.$20 million shortfall and we will try to substantiate that. with that number came from, but three or four years ago, a nationwide firm that specializes in blocking such parking audits -- that specializes in parking audits. so far, he has collected over $15 million per year. the way he came up with the to $20 million was that he extrapolated the number by taking the number of parking locations in san francisco, the average number of spaces per location, then he takes the rate per space. then he comes to an average location and an under reporting rate of 20%. so, we did a quick study of the parking locations of san francisco. we extrapolated what we can come up with as far as we thought should have been reported. we have 625 businesses, we have about 185 spaces per facility. the average ticket price is above $15. when we look at the generation per year, this is about $424,000. this should be about 84 million. there is the under reported amount of about 20 million. i don't think the audit

i am not saying that rec and park is not doing a good job. i am not saying that they are not struggling financially. i also am saying that we can fortify the greatness of an entity like rec and parks department to make sure it is fueled by citizens power. we are not see and we are looking for any kind of shift in power. we are looking for a co- governance system. this is not reviewed by the board of supervisors and then picked by the board of supervisors in order to enforce that cooperation which has not happened before in these kind of split commission appointments. in this particular construct, the person would be jointly pecked by the board president and the mayor. i think that would work very well. it would answer some of the concerns that have been ongoing and chronic. no matter what the fate is of this particular charter amendment, no matter what the fate is of any of these charter amendments, i would have to say coming out of the budgetary discussions that i am reminded that there must be a reestablishment of a bright line that must be

off street parking, right now there is a 25% tax on all street parking lots. there is the idea to raise that to 35%. that could generate 20 lawyers million for the agency. the hotel tax raised by 1% would generate $15 million. this is the last mta sponsored town hall. however that some supervisors might sponsor town halls in the coming months. -- i have heard that some supervisors might sponsor town halls in the coming months. the mta board meeting on march 30 could declare an emergency that could have an impact that would fulfil certain environmental review requirements. the continued public hearing on potential fine and fee changes for the budget. there are at two regular meetings scheduled for april. the budget could be adopted in either of those. issues and not adopted early based on past experience. today is the last mta sponsored town hall. we will do everything we can to keep the budget information updated on the website. you can also call 311 to get updates on the budget. that concludes my presentation. i know it was a lot of information very quickly.
