rec park staff reports 80 people hold keys to the park. park includes pathways, seating areas, tool shed and chicken coop. new shadow will occur in the morning between 6:47 and 8:55, february through october. new shadows will be present for 130 minutes throughout the year, with average daily duration of 78 minutes. the size of the shadow ranges covers a maximum of 40% of the park area. depending on the time of year, the new shadow will shade different parts of the park. it will reach half of the garden plots. the northern and eastern portions of the park will be shading during the fall. all new shadow will leave the park by 9:00 a.m. the proposed project will increase the shadow load by 1.53% to a total of 50.38%. here's an image of the maximum day of shading occurring on august 16. the size of the shadow on this day at 8 a.m. is 4042 square feet. the shadow study analyzed new shadows casts by other projects in the foreseeable future. cumulative shadow analysis for the projects determined they will add an additional .09% of total available

to parking.the 2012 board of supervisors adopted glen park community development plan and the environmental lot refer to our lot as parking, stating if the parking lot along kern is ever developed, parking plans in the area include a gravel parking lot, and if you ask most people that have parked on our property, they believe it's free public parking. furthermore, the city has never taken steps to prohibit the well known use of parking at 21 brompton, so we request that the board of appeals allow the continued use of 21 brompton as a parking lot, albeit a paid parking lot. as we stated, we would like to develop the property sooner. the alternative will be to fence off the lot as is, we will eliminate parking, and traffic in the area is already very grim, and it will create more double and triple marking in an already grid locked area. it will delay long-term development for an unspecified number of years. alternatively, approval to proceed will provide he aesthetices, status quo and development w

the parking at.75, i'm an advocate for lower parking. the higher bedroom count certainly warrants my attention, because we all know families aren't -- there's not going to be four folks on a bus carrying big boxes from costco and stuff. diapers and whatever a family's going to need. so i do support a look at higher parking. i do also support some car share spaces in lieu of some of that additional entitlement we give on the parking. and one much my big pet peeves in the parking on vanness, there is no entryway on vanness, and when i say with mr. lindsey and miss woods, the answer i got at that time was it's a big street, it's busy, and i thought that was e he -- that was reasonable. and then, i walked home on market street, and i saw oh, market is a big street, and we've got lots of parking. i don't support the building with balconies, and i don't support it with interior walkways. you need to have some access on vanness, but open to other commissioners' comments. >> commissioner moore. >> i have a question about the roof top open space

so, if we're calling it a park, i really want it to be a park. so i think that is just because of the initial designs i had seen. the new freeway recreation area, is this the same as the underramp park in the transdid district? >> no. this is a new opportunity -- between 2 nd and 4th, there is a lot of bus yards. and the state legislation that recently passed gave us access to 70% off the rent of this space and makes it possible for us to program new spaces. akin to what's near our office for a few years now the skate ramp and the dog park which has transformed the experience of walking through the neighborhood and providing recreational amenities. >> great. finally, could you talk a little bit more about popos and planning vision for how to make these popos publicly accessible and really usable open space for the public? what we've seen and i think we regret some of the policis that we set in the c3 in downtown arena is that many of these popos are either inaccessible, even with the signage and certainly many members of the public aren't away th
