we love parkmerced. i want to say it is not fair to the fore with a plan that does not absolutely guarantee rent control -- it is not there to go forward with a plan that does not absolutely guarantee rent- controlled by law and not just the promise of the landlord. in the 15 years, i have made big life decisions based on my circumstances. my rent-controlled apartment was a big one. i have passed up other opportunities in other areas. i love san francisco and want to stay here. part of my circumstances of always been my rent-controlled apartment. for me to suddenly lose my rent- controlled apartment at the age of 45 or older puts me in the impossible position of having to go back in time and make different decisions in my life since this is a 20 your project. it is not there to go forward with a plan that does not absolutely guarantee -- it is not fair to go forward with a plan that does not absolutely guarantee rent-controlled for the people in the 1500 plus garden apartments. i do not live in parkmerced, but i have lived in parkmerced. my father-in-law and mother-in- law were living in san mateo. they moved up from san mateo. i was a freshly minted lieutenant at that time and on my way to korea. i left my wife and son in parkmerced. a couple of months later, our daughter was born in presidio. with a good deal of respect and regard for parkmerced. i have lived in stonestown and on the other side of the campus. i know the area. i have watched the development of the project. i have listened to the reports from time to time terry i think is very important that we renew our housing stock in the city. the projects built with great thought and contribution to the urban environment need to be upgraded from time to time. this plan appears to be the kind of thing that we need in san francisco. i have been around this town for did 50 years before a good 50 years. -- i have been around this town for a good 50 years. i have watched the planning and development. i think it is important to the city to look to the future, think abo

[applause] >> i have lived and parkmerced -- in parkmerced for 30 years. this is my home. three years ago when my mother passed away, they tried to fight me and say i was not eligible to continue rent-control. i will continue fighting because this is my home. this has charm. if i wanted to live in a box, i could go by and over pl-- overpriced place on king. the website was flashing. they wanted to tear down our garden homes and create high- rise condos. i was very upset. i am still very upset. people who do not live here fail to realize the charm that parkmerced has. i am very young. i could choose to live somewhere hip, but i am raising my daughter here with my husband. i choose to live here. many of our friends of asked is why we do not live elsewhere. it is not because of rent control. it is because i truly love parkmerced. i live on the corner. even though i am awakened at night by loud noises, i still love to live in parkmerced. i am against this. i fought for parkmerced once. if i have to continue fighting, i will. this is my home. i am the longest term tenants in parkmerced. i have lived in parkmerced longer than anyone else. i moved into my current apartment in 1957. before that, my family and i lived one block away for 11 years. that is a total of 64 years of residency in parkmerced. [applause] i have read the plan over as much as one can do with such a huge document, and it appears to me that there are two very grave of missions, both of which have been spoken to by a number of the speakers tonight, and i appreciate that. the first is in response to one of the early speakers who asked what the rights of tenants are with regard to this plan under the red control laws, and the answer is as far as the event control laws as amended by the ellis act, there are not any rights. if you are a tenant in parkmerced and your unit is demolished, under the current rent control laws, you have no rights. however, this can be dealt with, and i think it is important to know back -- note that a special dispensation bill must be added to the plan to protect the rights of tenants. without this, any verbal or written promise

demolishing parkmerced is not one of them. [applause] i have submitted the letter on tuesday, november 18, on some of the. i hope you do raise those issues and have that as a discussion topic on whatever future meeting you can discuss it. i can view these copies of that in color. i hope you will take the time to look seriously at it and go back to the drawing board. go back to the architect. go back to the architect and say this is not appropriate. we need a new plan. we need to reinvent this design. we need to go back to square one on this and really, with something that the planning commission, the community is involved with, the surrounding community organizations are involved with, not just a development organization that says this is the only thing there is. thank you. i have lived in parkmerced for 14 years. when i first heard about the proposal, it made me very happy. it is the kind of thing i have been waiting for. moving to san francisco, i was looking forward to a neighborhood where there were a lot of things to do within walking distance. i found that there were none. now there are some. there is one edge of the property. -- they are at one edge of the property. part of the plan has places to go and things to do scattered throughout the neighborhood. it makes it a much more walkable neighborhood. that is one of the reasons the san francisco appeal to me in the first place and would make this neighborhood, parkmerced, a more attractive to live in. there's often a great temptation to drive down the peninsula to one of the suburbs for a lot of the things i would like to do. i would rather stay in my neighborhood. the neighborhood was designed around cars, from what i understand. it was designed to be a neighborhood for cars. we're trying to move away from that. these changes will help t

i'm a resident here in parkmerced. i have been living here for about 20 years and a clue what in this area. i do support this project. i understand how special this neighborhood is and what it means for all of the residence. we are one of parkmerced's neighbors. i was born and raised and continue to live here, and i'm also a graduate of san francisco state, so i spent a lot of time here. i'm here tonight in support of the proposed development because i think it is important to encourage more family housing and to improve and upgrade the traffic situation, such as the improved intersections, pedestrian safety, and especially the realignment of the streetcar. traffic has increased. that is a reality in san francisco, which needs to be addressed sooner rather than later, and this project will finally bring much needed funding for those improvements. this benefits not only the people who live here, but those of us who drive this neighborhood several times a day to shop, to bring our children to school, or to take a walk around lake merced. i encourage you to consider the benefits that all residents will gain from this project. thank you. commissioner miguel: thank you. this is part of the goal for parkmerced. likewise, the question has been asked about the nature of outdoor space and how it relates to the new plan. again, there are benefits to the ways parkmerced is laid out right now with low density. in its reflection of a very clear suburban quality of courtyards, large yards, there are three playgrounds. there is a community garden. the drawbacks are, as you can see in the little picture, much of the open space is captured in yards that are not usable. their captor between esplanades and streets. in quantity, it would add up to a lot of free space in terms of usability. not so good. one of the problems is, in the current irrigation system, there are leaks. as you may remember, we have identified there are over 55 million gallons of drinking water used to irrigate the lawns of parkmerced. part of the reduction in water consumption, which is a critical thing facing us in california, is making more efficient kind of landscapes in this new project. so, moving forward, looking at some of th
