i not live-in parkmerced. i did graduate from san francisco state university and spent plenty of time there. i am here to state that our organizational position on this matter is to support the appellants and to ask you not to approve this development project. we find this a housing for long- term residents, some elderly, many students, in an area in the city where there is always a constant need for more reasonably-rated housing. market rate is certainly anything but that. the environmental impact of the project is very suspicious. there are a lot of things that were not covered in the eir report, a lot of potential hazards. it is disingenuous to avoid addressing those before approving the development of this size. finally, right next door to a working-class university, there is a revolutionary labor studies program, a revolutionary health program. it is insulting to the intelligence of the people in this room to suggest that development means demolishing working-class homes. that is a bad translation. this i

if they did not live in parkmerced, where are they going to live? their patterns will follow what this chart will for it, and they would have read a greater impact on the city and the region and the planet as a whole. that is the context that is important to remember when a value in this from a sustainability standpoint. it is not just about an individual building or an individual person, but the overall patterns that are amenable, they are just sort of fact. the largest improvement through the greenhouse gas reductions would be coming from this basic land use transportation program in terms of the design of the development and the number of units and the location of transportation. project as proposed other improvements, and we will talk about those in the second. will talk more about the transportation measures, so i will skip over that, but it is not just the land use program, which improves the transportation habits of people who have been supporting programs that make that possible. in terms of the buildings themselves, it is important to note

the landscaping of parkmerced is part of the greenbelt. the timelines are inconsistent, sometimes talking about 30 years, sometimes 20 years. in some places, it mentions some areas, and then later on, it says no. there were a number of feasible alternatives that were put forward, and they were all dismissed. one of the alternative that is most obvious is rather than to create new units to simply rehabilitate and update the existing project. there are certainly things that one could do to improve the way the project is now. one could, for example, add some small commercial spaces within the existing area. as it points out, people cannot go to a grocery store without going five or six blocks. well, you could put a small grocery store or several small sundries stores within the criteria without having to tear anything down. you could add extra floors to some of these buildings. none of that was looked at, and certainly nothing was done to look at how one might retrofit the existing buildings, and i think that is one of the biggest issues on t

i am managing partner of the parkmerced shopping center and also president of the parkmerced merchants association because i have a supermarket there that iphone also appeared a couple of things. first of all, when the project was on the drawing board, we were very afraid, skeptical. they were going to put a brand new shopping center. we do not have any direct access to our shopping center, so we are sort of in this little cove where unless you really know we are there, you cannot find us. our concerns were hurt by -- heard by parkmerced ownership, and they have worked with us to make sure that first of all, we will be getting a road coming in off of 19 to our shopping center. they support the small business owners, which is 12, 13 different shops. approximately 28 to 30 different partnerships. that is going to help us tremendously to survive and to coexist with the bigger stores that are coming, and we have no problems with that. they also are going to have their shuttle stop in front of our shopping center. they have included us. that was very important. they are going to havethey wi

you can see most of the area is not in the recycled water area, but parkmerced is. so this project would not be just dual plumbing the buildings, which is a legal requirement, but would be installing distribution systems in the streets with piping so that once the puc makes that recycle water available, it would be a simple connection problem, rather than the puc having to go back 20 years from now and say, "we need to rid of all the streets again at the cost of many millions of dollars and put in the distribution system." that is one thing this project would be doing in preparation for that. so all this simply means that even though there is a substantial increase of people living on the site, the amount of potable water from our hetch hetchy system that would be used would be almost negligible in terms of the increase. the estimates are that differ unit water usage would drop substantially so that all the landscaping changes as well as the efficiency and recycled water system. actually, with that, i will turn it over to peter to talk about transportation. >> thank

it is considered our home so she will grow up with parkmerced. thank you. >> byon, a 25-year-old resident -- byron. and like the owners of this project, i love the city. i think what is important to recognize is that this is an opportunity for affordable housing, which is key. but i think when you look at the finer grain of the project, you begin to recognize. i think we need to find ways to bring families back into the fold, to bring amenities, to make communities, to have an openness and to have a community that really embraces that. i think this project doesn't every general effort create that. in terms of this process, i come up against things. i recommend that you go forward with this. >> supervisor, i with a building council. we support the project. -- we support this. calvin welch argued about density between east and west sides of town. infill, as described by supervisor kim, the question is whether you are adequately taking care. there was the deal at trinity plaza. i would also point out that they have conflated market rate and luxury.

state crowd as well as parkmerced. there would be plenty of room for people to wait for trains and pick up a cup of coffee. it would become a new central gathering space. lastly are the community gardens. there is a small community garden on site, located between the existing powers on the west half of the site, but it is pretty small. the proposal is to substantially increase the size of the community garden so that residents have an opportunity to garden and grow vegetables and flowers and so forth. there are components to improve some of the existing open spaces around the towers that will remain. today, they are primarily on program lawn area. the project will be improving those with new landscaping to make more ecologically sustainable as well as more useful areas. another important component, which is not part of the public open space, but which is more of a semi-private, semi-public system, is a system of courtyards. there has been a question about how much existing residence cherished their courtyards and how m

one major accomplishment here -- people talk about parkmerced as having the effect of a gated community, and there are only very limited access points. what you will see in the proposal is that we create new intersections that allow pedestrians to cross between parkmerced and the lake merced area appeared on the southwest corner, there is a major axis point to the recreation area from brotherhood way, which would be a major axes point. also in the southeast corner, where there is the -- right now, there is this sort of cloverleaf between brotherhood way, we make sure that this pedestrian connection safely get you across their here and help you get to the churches on that corridor as well as going across highway one into the existing omi neighborhood. >> before you leave that slide, i did not want to let that be the northeast corner with the transit plaza is going to be -- you cannot skip over the walking benefit. not to say that this is the solution to all things, but, you know, the six, seven years i have been on the board, the number of pedestrian fatalities we have had at that inters
