at the ncaa sports science institute by john parsons we can't put forward legislation. it must come through for volunteering the committee on competitive safeguards and medical aspects of sports are the committee we always are faced with in a bidirectional manner for all health and safety issues and board of governors, everyone had to agree we were on a path to create this document on mitigating catastrophic injury. how did this process happen? we had our summit in 2016 internet summit we developed foundational statements. we do the foundational statements differently than we did in 2016 but how we did it in 2016 is we put out statements that made some sense and every one who was there voted on and if 80% said yes this is a valid foundational stamen we took it to the scientific and medical organizations and if 100% of those individuals voted in favor of it it became a foundational statement that reshaped this document. then we wrote the paper, there were four primary authors of this paper, everyone that attended this conference and it was reviewed by the ncaa membership
