>> the gates foundation is a major partner with us for health. we have private sector partners like shell and morgan stanley. we are working with other governments and other foundations. >> backtrack for me. do you see the united nations as a work in progress? what is the job of the mission of the u.n. foundation? >> we tried to support the united nations work. a lot of people want to work for the united nations but they don't know how. they work through us and we can direct them to the right places it. >> you have this program, every mother every child. it is a huge commitment by johnson and johnson, a major health distributor of equipment and drugs. aids research is going to be part of it, the vaccine and treatment for aids. i was reading something that just in the last few years, 10 times more people are getting treatment in the area that they need the therapy than just a few years ago. is that correct? >> it is. i would take a step back and say that johnson and johnson has a long legacy of working on child health. the work that we are doing a

our equity partner, lennar urban, and its equity partners. all of us are incredibly privilege to be partnering with the city of san francisco and the u.s. navy to repurchase naval station treasure island. so i want to begin with why, why develop treasure island. to have that conversation, i want to start with a little context. what is before you is the set of images that show the population in the bay area over time, beginning about 160 years ago when the population was 75,000. 50 years later, it had climbed to 500,000. in 1940, when treasure island was one year old, the population had climbed to over 1.7 million people, and 50 years after that, the bay area population topped 6 million. the most recent census that was completed shows the nine-county bay area having a population almost 6.8 million people. i want to have you pause and think about something that you all low absolutely. over that time, growth has happened outside of the urban core, remembering something else you all know, that the infrastructure that best serves our region. this

and some of the new partners have been the adult probation department. some of the existing partners that have supported us are the district of attorney's office, department of children, youth and families and existing partner sfusd and the san francisco police department. what we have done is we work on a weekly basis meeting about what are some of the issues going on with this initiative, what is each department actually committing to in order to be able to reduce to of this that is going on with some of the young people inside sfusd. we have had joint meeting on a twice a month basis where we talk about the coordinated aspect of it. what we have done is -- all these departments have come to brainstorm how we can best serve through a family wraparound approach the families that come in. those are the new things going on with some of the initiative. and i wanted to mention it to you. this is a brand new effort to sharpen some of the services for those young that fall through the cracks or multi systems use. in general, i would like to say claudia is her

so the school partner model. >> i'm going to ask you to speak a little more robustly. that's a little tough, if you can. thank you. >> this grew out of the dcyf's education related goals for its current three-year funding cycle. in the planning for this current cycle we initiated conversations about what the needs are of the students and also we're in many meeting with the youth council focusing on how to make sure that work base learning and youth jobs really had its high from educational attainment. so from conversations in the past few years, to reach out to continuation schools and target student who are under-credit or at risk of not graduating high school and really try to link a lot of the great youth development and youth workforce development that some of the committee organizations are providing with what's happening during the school day to provide relevance to what the students are doing in school and how that applies to their career options and their ability to be marketableable in the marketplace. so from those conversations grew this model which the goal

one of our partners is sfpd. they have been cooperative and hasn't been an area they have been thrilled about but they understand the challenges that we have been faced with and they have been great partners. speaking directly to the mo magic collab ritive. bringing together people every month to talk about the challenges of the youth. so we have made sure that the school district has connected directly with the organizations bringing these groupings together and make sure we're at the table to show our support of the work they've doing, and secondly, to make sure we're partnering directly with them and the value of the work they're doing in the community and thirdly, solving some of the issues that they themselves have not been able to penetrate in the school district, so we're giving them a front-line face and staff member or staff members to make sure that they have a direct connect from the outside to inside. and so those are all really just in addition to all of the tremendous work you guys have been doing a

our other primary partner is university of california, san francisco. we also work with youth services . foster family agency in the bayview. child crisis and d.p.h. it's a pretty huge coalition of folks working on this project so it's wonderful and funded by m. h.s.a. so what is prepare? comprehensive outpatient program in san francisco county. utilizes evidence-based treatment and harm reduction approach, and the true targets of this are adolescence, so 14 -27. there is flex built, but our primary targets are 14 to 27 and a lot of these are 18 to 25 and their families are included. when i talk about what makes prepare different, this incorporates families into the treatment plan and two-year program. so it utilizes early intervention and diagnosis and comprehensive roster of services. there is the formal diagnose no, sir particular assessment after we do outreach. there is intensive care management, multi-family groups, support in education evidence-based education management. so there is things involved and i can't talk about the medication managemen

our partners in the e.u. whether they represent the union as a whole or individual states they are very proud of these ideas but this pride is already starting to turn into self admiration and even selfishness or this is why it is sometimes hard for us to negotiate this is why we often see the position of we've negotiated on it within the e.u. and your only option is to agree with us if this makes life difficult of course it makes it difficult to bring our states closer together since diplomacy is the art of the possible it is the art of mutual concessions that make it possible for each side to find solutions to their specific problems in balance and in cooperation with the partner side for this but. there is another aspect the e.u. has its own vision of how russia needs to be modernized how well does this vision correlate with russia's own plants. russia and the european union have done a lot of work to identify the areas of our economy were cooperative work within the framework of the partnership or moderni

certainly our federal partners. what we're going to do very quickly is walk you through a powerpoint that will illustrate what the numbers are. i think it's important as the mayor indicated, there are lives, there are real people behind the numbers. i think that is what we should be focusing on. while the numbers tell a story, the numbers really are meaningless unless we put the context to the numbers. the fact that there are less people being victimized in our city. as a matter of fact, we were looking at a study that was published a few months ago, actually at the end of 2009 where they took three different assessments of the cost of crime in this country. and we averaged the three different numbers that were provided by the studies. in looking at those numbers, if we were to compare the number of homicides that we have to date and quantify that in dollars and cents to the cost to our community and compare that to just two years ago, the savings are staggering. it's almost $800 million in savings that this communi

thirdly, our foreign partners, our crital foreign partners give us information. they may well put restrictions on how that information is shared withi the united states government. if we want their information, we abide by their restrictions. and lastly, as was suggested by the discovery question to kshemendra's talk, what if information sharing would prejudice judicial proceedings, or what if information proceedings would prejudice ongoing pragues? you may have a -- operations. you may have a good cause to share some of that information with some people, but there are going to be distinct limitations on how broadly it goes, so it seems me self-evident that there are always going to be legitimate impediments on the sharing of information. if that's the case, that takes me to the second question. how do we best proceed on the implementation of the ise given those constraints and i think it's pretty safe to say the answer isn't to simply flood the system with more information and i think frankly, we've got a little bit of the cart before the horse. i believe that w
