in some cities there is a decline in competition. one party organization essentially gains control of the city and dominates. and in those situations, there's not a lot of incentive for them to seek out new voters. they want to keep things the way they are. they want to preserve the status quo. they don't want to go off and start to invite new groups into the electorate and reshape the situation in ways that might not be advantageous to that party. so they try to keep things the way they are. in other places where the competition keeps up, there is more of an incentive to mobilize immigrants, but it's becoming harder to mobilize immigrants. one of the reasons it's becoming harder is that parties don't have enough resources and particularly don't have enough of the patronage they use. we talked about the exchanges of votes for favors, votes for jobs, things like that. that's going on still in the early 20th century and there are not enough jobs to go around. partly that's because there are so many immigrants coming in. remember, after about 188

it becomes the quintessential machine, the quintessential example of a party organization in a city in 19th century america. and tammany hall is really in the throes of substantial competition, fierce competition with republicans with other factions within the democratic party, as well as all through the middle decades of the 19th century. one of the things they try to do rather is get new immigrants to vote for them. they would send guys down to greet the ships when they arrived at the docks. they would help people find a place to live. they would get them a job. as soon as they could, they would get them registered to vote, naturalized and registered to vote. it became a matter of great importance to tammany to naturalize immigrants as fast as it possibly good. these naturalizations we have up here between 1856 and '67 on average about 9,200 people were naturalized per year. in 1868 there was a very fiercely competitive election and they needed as many votes as they can so they managed in that year alone, in new york city alone, to naturalize 48,000 immigrants. this was done in illeg

primary contest because it was the last really contested convention of either major political party, 1976 in kansas city. and i think we only won the nomination by some 100 delegate votes out of 3,000 or so that were on the floor of the convention. a very narrow win for an incumbent president. but of course, ronald reagan, governor reagan had been running for president two or three times before he was an extraordinarily tough competitor and challenger. and we felt fortunate to win the nomination, even though we won it narrowly. then we started -- and after the nomination, president ford asked me to chair his general election campaign against jimmy carter, because as i said, roger martin developed cancer. we started out 25, 30 points behind on election day. the two candidates were dead even. we only lost by 10,000 votes out of 81 million votes that were cast. so those close elections are tougher to lose quite frankly sometimes than the blowouts. i was chairman of the president ford committee in the general election. >> the relationship with president nixon. did president ford consult with president nixon
