saying they wanted to pass -- wanted us to pass this life affirming legislation. that list goes on and with more to come with the release yesterday of the figures, people have seen the bill, have seen the score, the list of supporters grows. thirty-two million americans in short. $1.3 trillion in deficit reduction and savings for the american people. accessibility for many more people. it is also liberating legislation to free americans to reach their aspirations without being job locked because they have to have health care especially if they have someone in their family with a pre-existing condition. a million new jobs created, several hundred thousand, several hundred thousand unleashed immediately and it is pretty exciting for us. six months of enactment, no child in america can ever be denied coverage because of a pre-existing condition. it comes into effect, no longer attached to what you can receive. there will be a tax on what you pay in. reforms on the bill -- health-insurance reforms are very significant. we total the money in the bank when we talk about

what did we pass that's passed in the senate ? the senate bill, that doesn't have that plus up in medicaid rates. in fact, the expansions of medicaid we put forward that were in the senate bill, those expansions of medicaid will be reimbursed, at standard medicaid rates which vary from state to state, i will tell you as a medical provider those put a lot of medical providers back on their heels because those rates do not pay the cost of delivering care. there is only so much of that kind of business you can do in an average day and keep your doors open. so there is a problem with exup and downing medicaid to larger and larger populations the provider community is going to be -- find it -- they're going to find it difficult to be able to absorb that many more medicaid patients into their practices because the reimbursement rates will remain low. in fairness, it was fixed in the reconciliation bill but if the senate doesn't take that up, it never happens. it was the skinniest of fig leafs because it's not there when you need it. wha

that legislation passed the commerce committee, passed the floor of this house by voice vote, passed the united states senate by unanimous consent and was signed into law and is the law today. it didn't force the states to create high risk pools, but 33 states have. now, we can approve -- improve upon that. i'd like to make it mandatory. but we've already dealt or with he can -- or we can deal with pre-existing conditions without a mandate, an individual mandate compelling people to buy health insurance from the same health insurance companies that are already doing a lousy job of offering us health insurance. and yet when the president of the united states, this is very important, when the president of the united states held his health care summit and i note you didn't get to go and i didn't get to go, but at the health care summit the president misdescribed and so did secretary sebelius, a high risk pool. both of them said, if you put all the sick people in and give them no help of course their premium it's are -- premiums are going to go up, but no state high risk pool in america

and they can pass.so i'm not having the senate, which didn't have a public option in its bill, put any of that on our doorstep. we had it, we wanted it, they didn't have it, it is not in the reconciliation. but it has nothing to do with whether we initiated it here. we did initiate it. they didn't. we passed it with 60 votes. now, all that remains to be done to complete health care reform is an up-or-down vote on this final bill. this last step in health care reform deserves to have a simple majority vote. that's all that needs to be done to finish the job of reforming health care reform. and let me return to what this bill would do. this bill would help to make health care more affordable for people who don't have it and improve upon the senate bill which the president signed this morning. we do it for people like car men men -- carmen and her daughter marilee from paulson, montana. carmen had insurance, but she still had problems with coverage and costs. before march, 2008, carmen had insurance with a $5,000 deductible. she found herself avoiding care because of the high deductible. she and her daughter marilee waited until they knew that they needed help before they went to a doctor. certainly with a deductible that high, 5,000 bucks. at one point, carmen's daughter contracted aure nary tract infection.
