pat collins is at the courthouse in rockville pike. pat? >> reporter: this case is closed, but questions, they linger on. like why did this judge let this guy out? they had him. they had phillip gilberty in custody for violating a protective order. they had him in jail. but monday, judge let him out. tuesday, he kills his estranged wife, shoots her inside her van and then dumps her body out on connecticut avenue in kensington. tuesday night, with police close on his trail, gilberty kills himself at a home in rockville. the murder victim, heather mcgwire, 37 years old, she and gilberty had children in common. last year, she got a stay away order on gilberty. she said he threatened her. i catch you with another man and i will kill you both. last weekend, she said, he threat and her nened her not on twice. my children believe he is going to kill me if i do anything to upset him. gilberty arrested by police, but then let go by a judge. how did this happen? renee sandler is a prominent attorney. >> we must have stricter bond requirements where t

news 4's pat collins is live in silver spring. pat? >> reporter: wendy, this guy lives in manassas, does security for tsa, at dulles, but it appears he did his dirty work at this hotel in silver spring. 39-year-old bryant livingston, a tsa airport security manager charged with running a prostitution operation out of the crown plaza hotel in silver spring. according to court documents when police entered room 506 at the hotel, they observed 11 people to include three naked females and four males attempting to get dresse eddres. according to the papers multiple people were laying on the two beds in the room, others sitting in chairs, one man told police he paid a hundred bucks to go up in that room and have sex. it was the hotel that tipped off police after a manager there noticed livingston escorting women and men into the same room. when police got to that room, what did they discover? >> the door was opened and they observed males and females in various stages of undress. >> reporter: according to the court documents, the manager says

pat collins reports on a crucial mistake the victim may have made. >> reporter: police looking for this of crooks who they say systematically wiped out a woman's savings one atm withdrawal at a time. this was money she was going to use for her child? >> it absolutely was. >> reporter: and it was how much? >> almost $6,000. >> reporter: gone. >> gone. >> reporter: the victim is a 43-year-old woman from temple hills. she had an andrews credit union account and a navy credit union account, an atm card from the navy account, and a p.i.n. number from the atm all in the same place in her house. all in the same place in her house. police say the crooks wrote checks from the andrews account to the navy account and then used the debit card at atm machines to make withdrawals. $500, $200, $200. $600 over and over again until there was nothing left. detective tammy chafee is working the case. she says the victim wasn't robbed, that her house wasn't burglarized. so how did these crooks get the goods? >> reporter: you've shown the pictures of these two suspects to the victim. >> yes, sir i have. >>
