pat quinn is going to propose a tax cut when he delivers the state of the state address on wednesday, he is not releasing any details yet but the governor did say the proposal will target more than 1 million families in the states. we're talking about two and half million kids in illinois and about a million and have families so we have to make sure we help the people who were living paycheck to paycheck. quinn also said he wants to raise the age where students can drop out of school from 17 to 18 he says will have more information on that plan as well in his address next week and his proposal comes after president barack obama urged states to make students complete their high school education >> the number of charter schools in chicago have increased sharply in recent years and the teachers' union has advised the school board for pumping millions of dollars into some independently operated charters with unproven results at the expense of traditional schools. parents need to know all of their options and he gives charter schools high marks for improving student achievement. charter sc
