pat warren has been watching today's vote count. pat? >> that's right, vic. they started at 9:00 this morning, counting absentee and provisional ballots. and it appears, the longer they go, the more complicated the process becomes. >> reporter: accepting or rejecting voters' ballots. >> i would make rejection on the ballot. >> anduts the-- and puts the annapolis mayor's race at stake. what's happening now is more complicated than you'd think. >> well is no on ballot board member present. however, the envelope is sealed. >> reporter: lawyers for both mayoral candidates stand over the shoulders of elections officials, determining if it's absentee or provisional ballots are valid. the republican challenger, mike pandalides, leads by 100 votes. but democrat, josh cohen, has the democrats outfebruary -- outnumbering, 2-1. >> they have also been removed by voters. >> i know it's been a slow, arduous process. i don't know they're going to stay, stay all night and go through it. >> some annapolis voters, discontented with high water bills and plans to renovate the be

i'm pat warren reporting from annapolis. back to you. >> interesting perspective. thank you. >> both candidates are still optimistic about the outcome. >>> the family of a woman killed during mass shooting at the navy yard is preparing to file a lawsuit. denise has more. >> reporter: the family is seeking $37.5 million from the navy and the department of veterans affairs. they say that red flags about the deteriorating mental health of the killer were ignored. aaron alexis gunned down 12 people at the navy yard september 16 before being killed in a shoot out with police. the issue is whether the company that employed alexis knew he was having mental health problems and whether the federal agencies were aware of his problems or his troubles. the claim is that the first step towards filing a lawsuit. >> thank you. this is the first family seeking to file suit seeking damages. >>> one of the strongest storms in the history of the world slams into the philippines thanksgivingering flooding, land slides, power outages and deaths. bob turk has more on the track and stren

pat warren is closely following developments. >> reporter: this started at 9:00 o'clock this morningtill at it now. before they can even count the votes, they have to deal with the challenges. it's a first for annapolis. the outcome of the mayor's race hinges on a few hundred absentee ballots. a battery of lawyers for each candidate, a panel of election officials, a crowd of partisan voters, and every single one of them gets to challenge every ballot. how long do you think this will take? >> it doesn't matter. >> reporter: election officials must determine if absentee ballots qualify for the official count. josh wowen has the advantage of his party outnumbering republicans 2-1. >> they're a challenge to this fella. >> we wanted to make sure the will of the people is done and the law is followed. >> reporter: some annapolis voters discontented with high water bills and plans to renovate the beloved city dock putting their personal preferences ahead of political party which is why the election ended with an 82-vote lead for pantaledes and this cliff hanger for the city. and at this poi

pat warren explains politics and the environment are slowing down harbor point development. >> reporter: baltimore's waterfront is a local treasure. >> it's great. >> we love it. >> beautiful. >> reporter: and now harbor point is coming. >> last time didn't hurt. >> reporter: high expectations now center on 19 acres. this wjz archive vehicle shows harbor point prior to the demolition of a chromium processing plant that required a multi million dollars clean up. the property valued at $10 million is expected to multiply to $1.8 billion when the project is completed. the government shutdown and air quality has delayed the start. still there's no less enthusiasm for the project. >> some of the environment issues around it, we should make light of that. but nevertheless it is an opportunity for the city to reclaim some of its lost land. >> by having headquarters, land use development these are all going to be opportunity for the city to generate tax revenue some time down the road. >> reporter: a public meeting to review the environment safeguards are scheduled november 18th. now back to yo
