that is the policy that general patraeus is pursuing. that is the policy that all of our i s f allies and with president karzai. now, it is tough. it is a tough challenge for reasons that have been amply reported. this is the third poorest country in the world. it has an extraordinarily high illiteracy rate. it has suffered through 30 years of war. this is going to be tough, but what i expect is that by the end of this year we will have seen progress on the strategies that were laid out, we will conduct a full review. those things that are not working we will fix. of those things that are working will build on, both on the civilian side and the military side, as well as on the diplomatic side. because ultimately, as is -- as was true in iraq, so will be true in afghanistan. we will have to have a political solution and not simply a military solution. with respect to the negotiations and efforts at reintegration, i think it is too early to tell. i think that we have to view these efforts with skepticism, but also, openness. the taliban is
