now from the white house, we have nbc news senior white house correspondent chris jansing and patrick murphy what this charge of desertion and the degree of desertion and that is important about if he is convicted. >> reporter: that is right. there was the charge of court marshal but a lesser charge could carry up to five years. the question is is there a deal that has been worked out. jim miklaszewski from the pentagon reported in january this was the most likely charge and they may consider giving him time served. understand. >> the white house and the pentagon were saying this was a prisoner of war. these were -- the taliban are battlefield enemies and we were engaging in a practice we were doing to capture -- to return captured soldiers as we've done in the past. there was also the side effect to that, that the general accountability office did say there was concern or perhaps a violation of u.s. law that the white house did not notify congress that this swap was going to take place and there was a lot of concern about that as well. >> really complex issue of dealing with bowe bergdahl a

my first job with new york city police department in 1971 was to evaluate police commissioner patrick murphy's neighborhood police program which is exactly what is done in police forces of 1,000 or 5,000 or 8,000 or 40,000 in the uk. when you take it down to the neighborhood level, it's sort of like the adage of a former speaker of the house, which is that all politics are local and all policing is local. if you organize policing to maximize face-to-face interaction between police responsible for an area and citizens they are serving you don't have to have a small agency to do that. arguably you'll get more equity in providing that kind of interaction if you have a larger agency that's looking at things like fairness of the distribution of resources. so the effort in the uk since the last effort like this, the royal commission over scandals of police in smaller departments getting too close to the community leaders, not just corruption but also preference and bias and before britain was 15% black and minority ethnic as the term is phrased there that which now leads more to complexity in terms

remember papa murphys reported on tuesday st. patrick's day, and their domestic same-store sales decreased by 8.4r%. company-owned stores up extraordinary 10.5 a couple points better than the franchises. those are fabulous numbers. however, the real reason i'm excited about this speculative stock, the reason i devoted a whole segment to it is because of the growth opportunity. like i told you, papa murphys has 1,461 locations in the latest quarter. they opened 38 stores. and for full year 2015 they plan to increase 110 to 115 locations. we're talking nearly 8% new store growth with over 90% of those being franchises. that's not bad. but get this. long term pop la murphys believes they can increase their footprint from 1,500 locations to a roughly an astounding 4,500 locations just in the u.s. this company plans to triple its store count. triple! is that actually a viable plan or is it a pipe dream? well, take a look at this map. the areas in orange are the states where the company has a high level of penetration. the areas in lighter orang
