((patrick walker)) dave... the big takeaway here is that the clark county school district can hire teachers who are certified in other states and want to work here. they can get into a classroom and teach... while working on meeting nevada-specific credentials required by the state's board of education. right now... the district is 709 teachers short. statewide... the number is about one-thousand. but can be made permanent by lawmakers. the governor's office says this comes after a change in federal law that put federal funding in jeopardy if the state issued temporary teaching licenses. the clark county school district has about 18- thousand teachers... and anywhere from 7-9 percent leave the district annually... which is anywhere from 13-hundred to 16-hundred teachers. last year... the school district hired 2- thousand teachers... and interim human resources director michael gentry says this helps the district get a jump on having teachers in every classroom come next school year. ((patrick walker)) dave... the republican party is touting those numbers as a sign of momentum leading up to the general election. they're counting on those same voters to also elect g-o-p candidates into other offices in carson city and on capitol hill as well. more than 37- thousand voters pre- registered to caucus... with 75-thousand in total casting ballots. while much of the attention has trying to sway voters to either hillary clinton or bernie sanders ahead of the caucus... republicans have been working to grow their base as well. the g-o-p candidates and the state party held caucus training sessions over the past several weeks. but what really lead to a record turn out? we asked a noted u-n-l-v political science professor what got the voters out for the g- o-p.: ((david damore/unlv political science professor: "this year you had it much more open here, but i think without a doubt, donald trump's supporters are the ones that drove that turnout there.")) ((patrick walker)) the taxicab authority's troubled past. seemingly on trial tuesday in front of a legislative subcommittee that's deciding its fate. a january state audit said the authority needed to adhere to its statuatory roles... correct its fee structure... and adjust or eliminate the credit card fee. the report concluded the changes would save customers nearly 50- million dollars per year. cab drivers at the meeting say it's time to do away with the taxicab authority. ((phillip rodman/cab driver: "i'm tired of this, i'm tired of barely paying my bills so they can make record profits, thank you.")) ((patrick walker)) the public utilities commission was supposed to have a hearing today on whether people who installed their solar panels before the net metering cap hit last year... should be able to take advantage of the old, more favorable rate structure for the next 20 years. dozens of people gathered outside the p-u- c's offices... with wheelbarrows full of cards they say are from people who "support bringing solar back to nevada." to be clear... solar didn't go anywhere. but when the p-u-c decided in late december to include all solar customers under a new rate structure... it triggered hundreds of layoffs by solar companies who said they could no longer do business in southern nevada. those companies say thousands more employees could be laid off... because solar customers no purchase solar panels for their homes. chris james was recently laid off after moving to las vegas last june to install solar panels. he says to customers... it's about more than just saving money. ((patrick walker)) paul... the big change is that new rates for rooffop solar customers will phase in over the next 12 years. they were supposed to go into effect over a 4-year span. commissioners unanimously approved the plan... after hundreds of people showed up outside the p-u-c's las vegas offices to protest the proposal. net metering customers used to the excess electricity they sold back to n-v energy. under the new rates... customers will be paid slightly less than what n-v energy charges for electricity for every kilowatt hour generated. in other words... when a solar customer uses electricity from the grid... it costs them more than what they make from n-v energy when they sell the same amount of electricity back from their solar panels. that gap will widen until 2028... when the final approved rate is fully phased in. customers testified today... saying it will take nearly three times as long to pay off their rooftop solar systems... than what they had been promised when they installed them.
