patty culhane, al jazeera, washington. >>> jordan's king has visited some of the victims of an attackn oman. though attacker himself was shot add killed by u.s. troops. rosiland jordan joins us from washington, d.c. do we have any early indications of what would be the motive? >> no, and that's perhaps the most puzzling thing about the shooting. the state department says it is working very closely with jordanian authorities to try to find out why the man who opened fire who had recently been assigned to this training facility would decide to shoot people who many would be considered his colleagues. this is the first time anything of this sort has ever happened since 2003. >> but i suppose this is not the first time the u.s. has not had this happen in other places. so how surprising it is to happen in jordan? >> reporter: it is extremely surprising. jordan is considered a very safe country. rat most the problems americans may have is have their wallets of purse lifted. this is not the kind of country where people feel they have to take any extraordinary measures to protect themselves.

patty culhane reports. >> this was a meeting meant to send a message. the u.s.d france stand united in the fight against the islamic state in iraq and the levant. the leaders spoke of their hope that this won't escalate an already complicated conflict. >> turkey has a right to defend its territory and it's air space. i think it's very important right now for us to make sure that both the russians and the tushes are talking to each other and find out exactly what happened. >> the leaders said that they hope that this incident will push russian president vladimir putin towards their coalition, which they said they would welcome as long as they stop supporting bashar al-assad and stop targeting the forces they support. even before the plane was downed experts were saying that the experts had to change russian thinking. >> the demonstration of will and capability both with the syrian government and the russian government i think would be very helpful at this point. not because we want to start shooting russian pilots out of the sky, but we want to protect the people

. >> let's get more now from our correspondent patty culhane. she's in washington, d.c. patty, israel, of course, is the u.s.' biggest ally. not least because of the iranian-nuclear deal. what does benjamin netanyahu want from president obama in terms of assurance? >> he wants more money. they're working on a new ten-year agreement. this is the way the u.s. funds israeli military projects. they do it over a ten-year period. the president wants to get it done before they're in office. if you think about it, the u.s. gives just over $3 billion a year after the iran deal there were reports that the prime minister was going to up the request to up to $5 billion a year. the white house not signaling that they're going to give that full amount, but they're negotiating, trying to send the message that they'll do what it takes to make israel more comfortable now that the iran nuclear deal is done. we've been told we don't expect there was an agreement that will come out today. we'll try to hash out what an agreement might look like. i think what we saw here in this oval office is

patty culhane is there. y what will the two be talking about, given this incident, which has the potential, i supposed to overshadow their talks. >> reporter: it definitely will. because president hollande is going to be in moscow on thursday. it probably moved up on the agenda quite a bit after recent developments. president hollande is going to meet with the president for about an hour, and then meet with the press and take questions. a lot of the people i have talked to say this is more symbolic than actual concrete things that are going to come out of it. after the paris attacks president obama said he would intensify the strategy but not change the strategy. he is sticking to the plan, which is fewer than 50 forces operating in syria, and about 3,000 american soldiers training iraqi soldiers in iraq. and he is going to intensify the air strikes from the coalition above the skies, but as for changing it in anyway, president hollande is coming here to try to get that move. he says it is a strategy that wil

al jazeera's white house correspondent patty culhane traveled to the summit. why would barack obama not want to accept a legally binding document. >> they've been fighting behind the scenes to make sure that that does not happen. but the point we were making about the u.s. china and india, very clear that the u.s. wanted to send a possession. obviously the president sees that key to any sort of agreement. you're right, behind the scenes the u.s. does not want this to be legally binding. the french president franÇois hollande said that it has to be. but here's the reason why, if it is called a treaty, then the president needs to send it to the u.s. senate, and two-thirds of the senate has to agree to the deal. if that is not going to happen if you look at republican politicians or voters who do not believe that climate change is real or that it will have impact in their lifetime. they say that aspecters of the deal will be legally binding. how that works they have not been able to detail. they'll talk about that behind the scenes, but it does bring up the quest
