patty murray is the chair of our budget committee. i respect paul ryan.e disagree on politics and certainly on issues like the future of medicare. but when it comes down to it, we've got to be able to put everything on the table. that means republicans have to be willing to put revenue on the table. i can't understand this basic premise that this tax code is sacred, this there aren't loopholes in there that should be closed and the savings be dedicated to reducing the deficit. why is that such a radical idea to most republicans? >> that's what i suspected you were going to say, senator durbin, which is it can't be short-term spending increases for long-term spending cuts revenue. is that a nonstarter? one of the ideas is not raise rates but just that you would close some loopholes, tax reform, and use some of that money to cut the deficit. >> i don't know anybody opposed to closing loopholes. in fact, if we were going to do a revenue-neutral tax rewrite, chairman baucus could do that and do that pretty quickly. the percentage of the wealth of the country,

patty murray passes a budget on may 23rd. 131 days ago. the house had its budget and the senate had its. so "schoolhouse rocks" says they meet in a conference committee and discuss this out. 18 times, patty murray said i want to appoint people to this conference committee and 18 times, ted cruise or marco rubio or michael lee objected and blocked it. they blocked the ability for the senate to negotiate with the house. why did they do that? the only thing that can happen then is this kind of a crisis. when you don't have the built in negotiation that the founding fathers intended. what you have now is a government by crisis. this is created by the tea party wing of the republican party. >> will moderate republicans like peter king and charlie dent of pennsylvania, are they likely when the dust settled whether at midnight or 4:00 a.m., 9:00 a.m. tomorrow morning, are they likely to carry the day, if you will and pass what is called clean legislation without any obama care attachments that will allow the government to be fully funded? >> i do

perry, patty murray met with paul roin and all the budget committee chairs. they have already ruled out a deal with new tax revenues and large scale changes to medicare, medicaid and social security. instead they're looking at a more modest confidence-building measure to replace the sequestration cuts in 2014. but when you look at super committees, they don't have a high success rate here as of late. is this time any different? >> i don't think it will be in terms of like big changes. like you said, richard, in terms of medicare, social security, raising taxes, the things that would be sort of a big grand bargain that president obama was talking about a couple of years ago, i think those things are unlikely to happen. what you're looking for is more can the sequester be changed in some ways to where it's less painful for military cuts the republicans don't like or domestic spending cuts the democrats don't like. that's where the range is much more narrow than it would have been before. an i think there can be some kind of progress in reducing the effects of t
