this is what democrats and republicans agreed to in the summer when paul ryan and patty murray struck a deal. host: biggest hit in terms of the budget? guest: there is a decrease in the defense budget but the defense budget is half of discretionary spending in this country. a lot of the spending in the government is on the mandatory side of the ledger and that includes security, medicare/medicaid but this is the discretionary agency budgets of there is a decrease for defense of about $30 billion compared to what they had been seeking. another big decrease of about $8 billion comes from the labor hs budget, the departments of labor and health and human services which administers obamacare and the department of education. that sees a decrease but that is a sizable oil compared to some of the smaller ones like the agriculture bill. this past quickly in the house and in the senate.

that's one of the things that drove paul ryan to make a deal with patty murray. we have a debt ceiling fight looming in february. watch out, folks, we'll go through that all over again. >> republicans think they're on very different footing when it comes to the debt ceiling fight. even mitch mcconnell said you can get the president's attention to start trying to talk about, cutting here, cutting there, tackling some of our deficit and debt issues. do you think that argument is going to work? >> i wouldn't hold your breath on it. here's why. paul ryan and mitch mcconnell are saying we'll fight over the debt ceiling basically as a way to coral conservatives to support the budget deal that just happened. here's the problem. where's the leverage? the president said he's no longer going to play this game. >> so does he just inherently end this fight when you're talking about holding something up, he has the upper hand? >> yes. politically if republicans want to run towards this clip, the problem is we're all hanging in the balance. the president says he's not

host: a couple of weeks ago when patty murray, senator from washington, and paul ryan congressman from wisconsin, the budget chairman announced there were going to be no new taxes in the new budget agreement but went on to say we will pay more for our security through the airlines and all. why is that not a tax? guest: here we go again. as you will recall, president bush the tpeurfirst famously said read my lips no new taxes then immediately after he got elected he had to find more revenues. so, he went through a whole rigmarole about if it quacks lake a duck it is a duck. what is a tax. it is just a replay of that situatio situation. i think it was 1989. here we are again with republicans needing to raise revenue but can't trick the word tax so they have to find things that -- you have to find words like accumulating revenue or contributions or fees that are like taxes but are not. now, what the technical dividing line is isn't administered by the i.r.s. there is no bright line. it is really unfortunate because a good way of raising revenue is, if you have to raise revenue, is through

. >> when the paul ryan and patty murray budget deal had the reduction in the cold increase, the reaction to that was based part on legitimate concern, partly a little bit on misunderstanding of what the actual proposal was to show how hard it is i think to reform entitlement. it might've been better off doing it by means testing as opposed to across the board. >> i would like to see them means test it personal. secondly, i'm very conflicted about that because particularly when i was asked this can question on active duty women look at retirement for the military, for example. all the cheats, myself and the vice chairman lined up in the position that we supported that long-term, but we wanted to grandfather to anybody who had come in and had basically and applied or actual contract for career. so starting at the five, six, seven, eight, nine your level, those declared indicated they may stay for 20, we should grandfather anything like that. if you do that that doesn't lose any money in 15 or 16 but it doesn't get at the issue for significant amount of time in terms of retirement pension f
