and washington senator patty murray now joins me. senator murr, i want to talk about the tragedy in washington state but first i know you've been very outspoken about this case. we're going to hear from the hobby lobby lawyers later in the show. tell me why you feel so strongly. you and other members of the senate, senate democratic caucus and women's caucus that this part of obamacare should be left intact for women who need it. >> well, the question to me is very compelling. should a private ceo, a corporation, or their shareholders' religious rights trump the right of employees? as someone who has been here when we passed the freedom of religious act, as well as the health care act and fought hard to make sure women have access to the right kinds of health care and it's their choice, not their employer's choice as sitting in that court today, it was stunning to me to recognize that nine people are going to make that decision and will decide for a long time to come whether women have to question when they go to work every day what

i think patty murray, the head of the budgeting for the senate democrats, she believes that because of the budget deal she struck with chairman brian, that it is not necessary to go debate in a long budget this year because the fiscal caps are already set. i think ryan knows his budget will likely only passed the house. i think the budgeting has already been set for the most part. dave camp just proposed a big passage in the house that looks at reforming the individual rate and the corporate tax rate. in obama's budget you see the president saying let's reform corporate taxes, get rid of reductions. -- deductions. republicans want a wholesale reform of the tax code and say it -- change individual and corporate tax rate, lower them both. i think corporate tax reform, child tax credit -- these are areas of discussion. i think most people on capitol hill believe expectations are low. this is an election year. a budgetl ryan having in the house. if he does not get democrats to support the budget plan, how likely is it republicans can move it on their own party boat? how much dissent will h

host: what does the president's budget say about the two-year budget deal that patty murray and paul ryan were able to strike for 2014 and 2015? what has been the response from congress to what the president lays out in the budget? guest: the white house is a slightly confusing perspective on the spending limits that were presented of ryan and -- that representative ryan and murray had. by paying for any increase by closing tax loopholes a they propose what they call an opportunity, economic, and security path initiative which is worth it to $6 billion for , and5, and -- for 2015 $28 billion additional for education, $28 billion for defense. manufacturing, energy, efficiencies, also have bread- and-butter issues. going really thinks it is to happen before the elections. it is possible that there could be some compromise after the election because ryan and murray did find a compromise before last december when no one really expected they would. so it is not guaranteed not to happen. so this sort of provides a roadmap for what might happen. host: the president's budget is one thing. is

with the paul ryan -- i am saying that he -- patty murray -- >> it wasn't me. >> a came up with a budgetr that not only for this year but for next year, and the appropriations committee will go through. but ron is right, though, two thirds of the budget is what is called mandatory spending -- social security, medicare, medicaid, those types of programs. and we do have to look at those programs. >> but there were no big major changes. >> but, you know, the president put some major changes in the budget last year and the republicans didn't bite. i think he figured, why am i taking this pain from the democratic the other side is not going to meet me on some of this? >> what is the area of compromise question that you are an independent. what is the area of compromise that would satisfy both? we got to look at the tax code and what are called tax expenditures. and i believe we got to use some money generated there for deficit reduction. the problem i am worried about is interest rates. right now we are no -- we owe $17 trillion. interest rate goes up one point, $170 billion out the door for

agreement struck two months ago by the house represented by paul ryan, the senate represented by patty murray, in terms of discretionary spending and the key items within the discretionary account. second of all, this is a congressional election a year, obviously. i do not think this budget, which i happen to like, is going anywhere. >> what do you like about it? >> the deficit is going down considerably. >> is that from fiscal reform or from the economy growing? >> i think it is both. the sequester, which i did not happen to think is an intelligent approach, has been effective. have beenwe increasing revenue because of the economic recovery and the composition of the recovery. those two things and some others have resulted in the deficit coming down considerably. it is projected at 3.1% of gdp. it is way down. it was over 9%. we should step back and recognize that is good progress. you could debate who is responsible, but it is good progress. second, some of the initiatives, let's just take infrastructure, are so vitally needed. both sides agree, it is just how to pay for it. it is not going
