paul ryan will for the second straight year unveil aggressive budget intended to pull the country back from what allen blinder calls a fiscal cliff. the plan will be denounced by democrats as a radical attack on the poor to protect the rich. it will not touch social security but it will reform medicare by turning that open-ended benefit program into subsidies for health insurance with limits. the first year savings would be modest. but over a decade the plan is estimated to cut spending by $5 trillion below current projections. it will also propose to reform the tax code, substituting two rates of 10 and 25% in exchange for closing dozens of loopholes. ryan was able to get his plan through the house last year but it died in the senate, which has not passed a budget in three years and is not likely to this year. ryan and those with the nerve to vote with him are betting that something has changed. that the old game of creating and expanding entitlements and relying on the votes on those depending on them for re-election is over. that game always worked while the economy grew fast enough to pay the bill

allen has a look at the playbook. good morning. >> good morning. >> one of your headlines this morning, ryan's budget bets. paull the republican budget tomorrow. what can we expect, number one, and what is the big bet? >> well, he tweeted last night that this budget is not going to hide from tough decisions. and talking to house republican officials, they tell us that he's not going to back off at all from the budget last year that drew a lot of fire from democrats. we're told that the ryan budget, which will be out at 10:30 tomorrow morning, will include changes to medicare again. we'll call it changing medicare. protects people who have it now. but will reduce benefits in the future. and he'll push for tax reform. again, i think you're going to hear house republicans say that they think that arguments have moved toward them since last year, that there's more of a consensus for tax reform which the president has proposed, that's there's more of a consensus for changes to medicare. david brooks wrote last week that no matter who is elected to president, changes to entitlements, fixing the deficit problems will

allen as he has a look at the political. good morning. >> good morning, guys. >> let's talk about your lead story, how paul ryan sold that budget plan.se, he is getting hammered from democrats about this, saying he is getting medicare, hurting the poor, hurting our seniors. how did he plan to sell this thing? >> you know, republicans have been working for months on laying the groundwork for it. they did polls in 50 battle ground house districts. they spent a lot of time reaching out to conservative groups hoping they would get their back when they came out. and paul ryan personally reached out to each of the presidential candidates to presell them on this plan, including to mitt romney who endorsed it right away. that worked. as part of the polling, they told members to talk about how this plan is bipartisan, to talk about saving medicare. but in their own case, in their own spin, there's a sign of the trouble that -- the political trouble this is when they used all the right phrases, when they cast it just the right way. their polls showed 46% support for this. and clearly, it's not going to be portrayed 100% the way they want. so t

allen from the "politico," serving as their congressional reporter. good morning. he is on the phone. >> good morning. >> can we start with the idea, is this an actual blueprint from paul ryan or a starting point for republicans to deal with their budget? >> the starting point to look at this, it is a vision that the house republicans are putting forward and one that they know will not be realized in the coming years. so, senate democrats have not produced a budget in a few years. the hope is they will come to some sort of agreement, but very unlikely that they would agree with democrats. you can look at this as what republicans would like to do if they could wave a magic wand and put a budget in place. but this being washington, there's no magic wand and it is not going to work that way. much in the way the president's budget when it gets released is a blueprint for what he would do in a perfect scenario, this is much like that now. >> to talk us through the philosophy and thinking behind the actual decisions and what is laid out in the pages, when it comes to tax rates, according to the ryan plan, it would go from what we currently seated and wooden bullets down to o

chairman, paul ryan of wisconsin, chairman of the budget committee, has worked on this problem for a long time. mike pence of indiana who was our conference chair last term, of course my friend allen west of florida, all working to establish a simple tax rate structure for our country. other members are working on this in the senate as well. and let's be honest. this is a time where congress is not held in high regard and this would be a tremendous deliverable for the house and the senate to work together on simplifying the tax code and actually returning not just dollars to the american people, but giving them back their time. that we rob from them every year when we enforce compliance in the tax code. not everyone may agree on precisely what the flat tax rate should be. 17% no deductions is something that's been talked about for a long time and i think that's certainly a system that is worthy of study. but if someone else wants to talk about a system with two rates or three rates, if they want to maintain deductions, we should be able to have that debate. we should have it civily. it shouldn't be something that we clobber each other over the head about. but every american should
