paul beban has our report much >> reporter: it is a typical day in downtown salt lake city for chief executive fred ross. he's patrolling one of the most dangerous parts of the city. elsewhere. >> reporter: it's a neighbourhood in transition. new construction and businesses moving into an areaway homeless problem. what kind of crime do you see, drug crime, petty theft? >> a lot of drugs, assaults. >> the answer for many businesses - hire off duty police officers, complete with gun, fire. >> there's only so many police officers in the city. if they want the perhaps, they'll have to take that responsibility on. whether it's an off-duty officer or security. more often than not they go with the police. >> reporter: for $30 this local business spy hop hires a police officer to stand guard, complete with squad car. >> you stayeded to have an off duty police officer versus, say, why? >> they need to act. immediately. >> private security firms and press work together. some agencies, including bedroom security take issue with the business. >> i want to maintain a good relationship. they are g

my daughter would not be able to do that. >> that was paul beban reporting.ichael gerard is a professor and the director of the sabin center for climate change at the columbia law school and he joins us tonight. so michael give me your opinion on this. many nuclear power plants were built 40 years ago when climate change was not considered an issue. they were often built along the water because they used water for cooling. are they built to withstand the effects of climate change today? >> no, they weren't built with that in mind. when they were designed, there was no real concept that there would be significant sea level rise and the situation is certainly changing. >> so as we just heard it could be anywhere from 60 to 100 years before the rising sea level poses a concern for power plants. does that estimate in your opinion seem correct or not? >> well, i think there are going to be real storm surges before that but power plants are not going to be around 60 -- that long. they were built for a 40 year life span. that has just been extended another 20 years.

paul beban joins us from baltimore. are police worried about any more violence tonight? >> good evening lobby and of course they are concerned that things could heat back up. but right now sort of an uneasy peace in baltimore. the governor today calling this a turning point that maybe the city has turned back to more than normal. we saw an outdoor concert kids going back to school, businesses reopening, people continuing the cleanup. the city sort of holding its breath. the police commissioners saying the city is stable and they want to keep it that way. >> right now anticipate no major issues. we have a number of resources i've placed them throughout the city to anticipate issues but i don't think there's going to be. >> reporter: libby, the curfew will come back into effect in about as a half ahalf a half hour. mostly quiet here. this is been the focal point this intersection, pennsylvania and north. not a lot of police presence here. although we did see a convoy of city buses and hum vees, filled with police and riot gear, so maybe they'll be deploying around here as

paul beban explains. >> july 20th, 2012 was the midnight premier of the summer blockbuster, the dark knight rises. it was the night when the world would come to know the name james holmes. holmes walked into the theater wearing a black gas mask and gear head to toe. he had plenty of ammunition. >> it took me a while to realize what was going on. i hit the ground so i wouldn't be hit. >> reporter: police were on the scene in less than two minutes. they found holmes in the parking lot standing by his car. he did not resist arrest. he killed 12 people and wounded 70 more. holmes told them he had booby trapped his apartment. police used remote control robots to get inside where they discovered an arsenal of home made bombs and chemicals. >> make no mistake this apartment was designed to kill whoever entered it. >> holmes was charged with 140 counts first degree murder, attempted murder and a host of other charges. >> you have a right to remain silent and be advised of the charges. >> days after holmes made his first court appearance, looking dazed and sporting bright orange hair. his def

paul beban joins us from baltimore. how are things looking on the streets as the curfew is about to start? >> 40 minutes away from curfew since 10 o'clock, and since 9 o'clock we have heard announcement after announcement from the choppers overhead to community leaders telling people it's time to go home time to clear out. we saw people holding up signs saying "go home", there was a surge a while ago, but there are still thousands in the side streets. it's the focal point here tonight in west baltimore. so much violence a lot - a large crowd, no confrontations. it's getting tense and the choppers are circling closer and closer. if there's an effort to clear the square that's the big concern, what will happen then. >> how are police and national guard going to enforce the curfew? > well the word is it will be at officer's discretion. that is the separative word. i don't know what they'll do here. with a crowd this large, if saw people trying to clear people that's like a powder keg. i think they are hopeful the crowd wil

paul beban is in baltimore tonight and paul, 24 hours ago there were a few stragglers at this hour but there were a lot more protesters out in the street this evening compared to yesterday. have they cleared out? >> reporter: antonio actually, things have -- the situation here at the intersection of pennsylvania and north has changed dramatically just in the past few minutes. just as the curfew went into effect you could hear that chopper overhead telling people to go home. there was a scuffle in the street just a few minutes ago between demonstrators there was a bit of a scuffle sort of move down the street here, we saw a smoke grenade or flash grenade. riot police with shields at the ready, one group to the left, another to the right tactical vehicles. the worst fears are being realized that we're going to see another night of confrontations here. it looks again as if -- oh, we've got elijah cummings coming out to try calm things down. the situation quite a bit more volatile than it was just a couple of minutes ago antonio. >> hopefully the congressman can calm things down. paul than

. >> paul beban is not far from where elijah cummings was doing his work there. paul what are you seeing there now? it seems very quiet. >> reporter: it has quieted down quite a bit antonio. that was just half an hour ago not long after congressman cummings was here telling the freem hispeople from his home district to go home. after what had been a peaceful and somewhat celebratory day here. we still have a pretty heavy police and national guard presence here although they have thinned out considerably in the last half hour or so. this has been the flash point for last couple of days but police saying they think they have got the situation largely under control. the city is stable and they want to keep it that way. hundreds of protesters took to the streets of baltimore again to call for justice for freddy gray. the protest took place as baltimore tried to return to normal after days of unrest. maryland's governor says it's time to get back to business as usual. >> we want to get people out there today going about their business there is no question in my mind th

paul beban was there in baltimore, near with the pictures that you are seeing happened. paul what is happening now? >> right now i'm actually almost on the stoop of the cvs. this was torched the other night what is happening in the past few minutes from when i spoke to you last the police are slowly but surely expanding their footprint. every few minutes they move out five to six feet and mark off the square in the intersection. i don't know if you have an aerial up. they are doing it forming up along behind the tactical vehicles that arrived here. there are more than we saw earlier in the day. half-a-dozen large tactical vehicles and some bearcat style, a troop carrier that rolled up, and they are pointing in all directions of the compass out of the intersection of north and pennsylvania. but it is slow and steady there's no sense of a surge. the police although they are in a tactical postures it seems relax. the message from the chopter stopped a while ago, a good 15-20 minutes ago. the best way to characterise it now is milling around. all the smoke dissipated. no sens

now to paul beban, on the phone. i know you are near the intersection where we saw the activity activity earlier. what are you seeing now? >> that's right. something interesting happening now. just unfolding in front of us. a transition or handoff, it seems, going on. hundreds of baltimore and country, riot police and the full riot gear. they are flowing out of the intersection away from pennsylvania and the north. it appears that they are being replaced or it's a shift change, national guard coming in. at least a dozen, maybe two dozen sandy beige national guard humvees coming down pennsylvania into the intersection stopping in various locations, the national guard wearing mp military police badges on the sleeve. it may be a transition. one ship coming in, the other heading out for the night. things have loose inned up here. most of the officers leaping on the riot shields. this is a win for law enforcement. what we'll see is a city with a lot of rebuilding to do. >> reporter: in the bright light of day people of we
