paul mitchell explains. >> so there are a couple of definitions of a blue moon, tomorrow we are using modern definition which means we have two full moons in the same mon month. not the actual color blue. so if we look at the calendar from this month. we already had a full moon on july 2nd. we went through all the phases then and tomorrow morning at 6:45 eastern time we will have another full moon. the second in a month. now, if we look at this long-term the reason it's considered rare it happens about every 2.7 years. the last time we had two full moons in a month was 2012. the next will be in 2018, extra rare because we will have two of these occurrences in the same year. but we can also have moons that are actually blue in color. that's much more unusual. much more of a so-called once in a blue moon events. now, if you remember the visible light spectrum, we have different colors that relate to different frequencies, certain things did he fact the red light leaving us seeing blue. so in those conditions the moon will appear bluish and sometimes greenish. what causes that? well, usu

obviously you see joyce mitchell was emotional. let's bring in paul cowan who is here with us as well as gary hayward who worked as a prison guard and ultimately also served time in prison so has some experience on both sides. paul, the deal, 2 1/2 years to 7 years in prison, pleading guilty. what does the county get out of, it what does she get out of it? >> she got a great deal. i think her attorney negotiated a very, very good deal. let's face it, this is a very serious offense. these guys are murderers set loose on the community. they could have killed somebody. ound this deal she could be out in as little as approximately 2 1/2 years. it's more likely she'll serve more time but she's parole eligible after that short period of time. so that's a very, very good deal for her. now, she could do the entire seven years depending upon what the parole board things. >> good deal for her but then what does the prosecutor or the district attorney, he's not going to obviously just let her loose. what do they get out of it ? >> well, the prosecutor had to agr

mitchell in washington. president obama just wrapping up in pittsburgh. let's bring in our panel. welcome to both of you. paul first to you. we heard the president speaking about cuba, iran, what happened in chattanooga and the defense budget, all of the above. the backlog at the va, did he satisfy what you wanted to hear and fellow veterans wanted to hear from the president of the united states today? >> i think it was a strong speech. there were a lot of specifics. unemployment, va reform backlog, women's issues, the messaging is right. we're digging out of a deep hole. we need the president to keep the focus on the va, keep the focus on vet rans issues and make it more than just a run off speech. his tone has changed. he's really learned a lot over the years. you can see he spent time in the veterans community. we're going to need the congress behind us, all americans behind us. we have to tackle a variety of issues that aren't going to go away after the speeches are over. >> it was interesting, michael steele as we await donald trump. we have a very crowded field now. we have john kasich jumping into the
