plus congressman paul ryan takes to the floor of the house to propose covering the moon in yogurt. yes, he said that. we'll show you what he meant a bit later in the show. first let's get to news live at 5:30 a.m. here at 30 rock in new york city. with just four days to go until the august 2nd deadline, house republicans have called off a vote on speaker john boehner's plan to raise the debt ceiling. the vote was scheduled for 6:00 last night, but was delayed repeatedly since speaker boehner did not have the 216 votes he needed to get the thing passed. eric cantor is now advising members that the house will be in session this weekend. something we expected. the front passenger of this morning's "usa today" reads drama muddles debt fate. the paper and others reporting on boehner's ongoing arm twisting to get some of his conservative colleagues to pass this bill. speaker's proposal that did not make to the floor involved two steps. the first includes a $900 billion increase to the debt ceiling. and $917 billion in spending cuts over ten years. the second step is a $1.6 trillion incre

that's about $300 billion smaller than the paul ryan kill medicare budget. republicans had a chance to vote on a budget back in april. back in april they considered an 18% spending cap, and even republicans considering their own proposal to do that, earlier this year, even republicans thought it was too radical. more republicans voted against that than very it. but now they are insisting they must vote on that thing again. they want to do it now, act out that pageant of symbolic voting before they'd agree to raise the debt ceiling. that's where the fight is now on whether or not we're going to default on our debt, republicans in congress insisting on voting on something so draconian they already voted it down this year. if by some miracle that passes, president obama said he'd go ahead and veto it. on friday, signatures from about 200,000 obama donors, volunteers, and supporters to president obama's campaign headquarters in chicago. these are not just 200,000 random americans, these are 200,000 people who knocked on doors, walked precincts, raised money, gav

that is how democrats feel about the republicans paul ryan kill medicare budget. but the republican leadership in congress, looking at that same indicta, apparently looks at that kill medicare vote from this spring and thinks, we did not go far enough. the paul ryan kill medicare budget would have capped spending at below 20% of gdp. to get to cuts that dramatic, republicans did something as dramatic as killing medicare and a lot more besides. now republicans are saying they won't vote to raise the debt ceiling unless spending is capped at even less than that 20%. they now want to cap spending at 18% of gdp. in real dollars, that's about $300 billion smaller than the paul ryan kill medicare budget. republicans had a chance to vote on a budget back in april. back in april they considered an 18% spending cap, and even republicans considering their own proposal to do that, earlier this year, even republicans thought it was too radical. more republicans voted against that than voted for it. but now they are insisting they must vote on that thing again. they want to do

it is paul ryan's district. for me, the perfect illustration of why it will be so difficult for democrats to get to that magic number of 218 in the house. not only because of the personal appeal, but before the recall elections in wisconsin, republicans are trying to engineer a plan that will make his seats in addition to several others, a couple more republican. redistricting is moving goalposts. another goal post moving is the ability of republican leaders in the house to corral a lot of their members, to get behind any kind of appeal on the debt ceiling. how this redistricting factor into this equation? it is not as difficult to pass any kind of package thanks to the line in the sand, 60 members of the tea party caucus in the house. that is only one of four republicans in the house. if you take a look at what is happening in redistricting, just about everyone will have to take on new voters and that means we have a slew of republican incumbents in the house beyond those just in the tea party caucus who are af

they passed a 2012 budget, the paul ryan plan that deals with the long term structural problems thatd to fix this crisis. and they passed cut, cap and balance. they've done three major things to rein in this crisis. yet somehow the onus still on them to generate what, a fourth plan? >> sean: let me say all of you at home are having financial trouble, a lot of you are struggling, 18% unemployment, home mortgage, you are under water. if i said to you, you have to spend in the year 2012, what spent in 2011 and cut 1%, do you think you could do that? the answer is yes. connie mack says we do that for six years, 18% spending gdp we balance the budget in a year. >> i don't understand why they don't step up to the plate and be adults. they are putting our country's rating at risk. >> sean: it is donny coal. >> do you know how hard to -- it is done nicole. >> do you know how hard it is to get that back? >> sean: this has already happened. the president is trying to position now and not get the blame. >> i know politics is the art of the possible and you can't govern the united states by cont
