bill: paul ryan was campaigning in 1998. he was 2 years old. d ryan whether he supported steve forbes' flat tax. he said no, i don't. i'll have my own tax policy. he was 27 working toward 28. when he came to washington in 1999, a few month removed from the impeachment process of bill clinton. he looked at the current combative climate to the issues we have to deal with. how much of that from 1999 sounds like what he said yesterday. reporter: he's in a position where he's trying to turn the page with a very unruly caucus that obviously wants to express itself against this administration and against what they feel is establishment republicans driving closer to democrats on some issues. i think you see paul ryan go after what he talked about in the 1990s which is tax reform. he wanted to be house ways and means committee chairman. he wanted to drive the bus. as house speaker he's going to be in a different position, but still at the wheel. reporter: he and boehner are very close. on the outside, you could interpret that comment from ryan as a shot

haven't talked to paul ryan whach ryan. have done is pretty simple. we asked all the candidates to come to the freedom caucus, we have about 40 members of the freedom caucus that are working together and to tell us what their vision is. are they willing to change the way that washington is working, the way the house is working, and i think we have some really good conversations. we endorsed as you know daniel webster, but we had really good conversations with the other two candidates as well. so i think it's been a positive process. i think it's going to get even better. >> what's the next step? because we are told that boehner has told the conference he will stay as long as necessary, and ryan has said he's not a candidate but that's not sherman-esque so do you see a process where ryan could be persuaded? would he be acceptable then to you? >> well, unless he talks to us, we won't know. i have known paul ryan the whole time i have been here for five years. i have a very good relationship with paul ryan. but i think, you kn

paul ryan or no paul ryan.paul ryan is meeting with the freedom caucus, whose members were supposedly behind mr. webster. who can sort this out better than our own chad pergram. who joins us now. do you know something that dan webster doesn't know? or dan, that you don't know? that the group is still behind him? he says it is, is it? >> it seems that there might be a math problem here. the house freedom caucus has a rule that they vote as a bloc. if 80% of them all agree one way or the other. and that means that voting for the speaker of the house. if you have 247 republicans, you basically need 218 members of the house to become the speaker. you can only lose 30. you can see if there's 40 members, this is kind of an algebra occasion. if you only have 40 members of the freedom caucus and 80% of that. that math doesn't add up. it's generally thought there's a robust group of supporters for paul ryan, pretty muscular. one of the questions they need to get from ryan, do they need his endorsement. one member said t

if paul ryan decided that he was going to run for speaker, is he a consensus candidate who can get to the 218? >> i think he can. i don't know how paul gets over the issues. we talked to paul about running for majority leader back when eric cantor lost and his objections were that he has young kids at home. i fully respect and admire him for that if paul decides he wants to run, certainly he becomes the favorite and somebody who might be able to unite the party. >> if he doesn't run, though, it's interesting to see all of these names surface. how to get to the magic number of 218 is the question. does john boehner stay on and is that acceptable to your caucus? >> john staying on is not acceptable to anybody. there's a reason we're having this discussion, which is john had to leave. there's a lot of talent in the republican party. you haven't heard much about it. because we haven't been allowed to do our job the last several years. there's a lot of talent here and i'm satisfied that if we lock ourselves in a room for a couple of hours, we could find someone to unite our party. >> there

what advice would you give paul ryan and how to deal with the folks on the senate? >> that's the difference with paul. paul is not just a member of congress. paul is who america knows, he's thoughtful. he looks for solutions. he doesn't just think, how do i move it out of committee? how do i transfer and change america at the same time. so, i think paul moving legislation is a little different. i think you'll be able to move and have the power within the senate and across the country. my best advice is get out to the country, talk about the ideas, win the idea before you win the vote. >> of course, a group of 30 or 40 members of that house freedom caucus who actually opposed you when you were thinking about running for speaker and were also one reason why john boehner has decided to draw -- decided to resign. how much of a threat is that group to speaker ryan now going forward? >> you know what, if you noticed, a lot of them voted for paul. paul is a uniter. and i think you're going to find his ideas will unite people and will unite this country. and i think he's the

paul ryan could do that now.e job of the speaker ultimately, there are must-pass pieces of legislation. they involve making sure there's no debt ceiling default, they involve keeping the government funded, keeping the government open. and ultimately, he is going to have to, if he becomes speaker, cut those deals with the obama white house, with the democrats, to keep the government open, to avoid some kind of a default on the debt ceiling. and ultimately, when he cuts that deal, it doesn't matter how much trust the right has in him right now. there is a very, very good chance he will be called a traitor by the same people who are propping him up right now. and if you're paul ryan and you have some kind of ambition, some kind of political ambition that extends beyond the house, some kind of national political ambition, potentially, that job is a trap for you because the base of the party could very quickly revolt on you, not to mention the simple fact that it would be one heck of a headache. >> yeah, and luke, you

let's turn to brian for paul ryan here. ryan has made a big play about his family leave. let's listen to what he said about the importance of his family to him. >> last point is personal. i cannot and will not give up my family time. >> this is a man who has opposed mandatory paid leave for new parents. doesn't he face criticism of being a hypocrit? >> i like that he said that. i think people on the left will say they want to have the government making these decisions for private corporations and you can hint and criticize him on that. i think the bigger problem is on the right. the house freedom caucus is watching him. this is a guy who voted for tarp. he is not a pure conservative. he definitely is a strong republican. many are looking at him and watching to make sure he is pushing very hard in debt limit negotiations and moving forward. >> it might be a good week for the house gop but bad if paul ryan is still faced with a freedom caucus every day of his life moving forward. >> when you see 240 votes going for paul ryan that says that people are willing to work with hi

paul ryan has to have that short memory, because he comes from a district, and good luck finding any other members in this j gerrymandered congress, paul comes from a district that voted for clinton, george bush in 2000 and barack obama in 2008. that is part of a vanishing breed of members in a more and more divided congress. and because of that, paul understands what it takes, even as a conservative, to work with people like maxine waters, to work with people like charlie rangel and others, and nancy pelosi. i did find it interesting, one bit of theatrics, though, he did not go in for the full hug and kiss with nancy pelosi. boehner always did that. that was the only sort of a holding back. i don't know what the 1970s song would be for that, but he did -- he did seem to hold back from that. but i think palm wiul will be f more effective in this position than most of his predecessors. >> i intentionally did not mention b.b. king who put out "the thrill is gone" in 1970 trying to keep it positive here today. >> not yet, not yet. >> but good points to end on from the only member of our
