maria: the question for paul ryan, the key issue is whether doing healthcare first was necessary. paul ryan explains why this makes tax reform easier but they have a plan b. >> $1 trillion in obamacare taxes, medical device tax, excise tax, health insurance tax. if we get rid of those taxes by repealing and replacing obamacare which was what our bill does, the revenue baseline to replace the tax code is $1 trillion lower. to give you a sense of what that means, 10 points of great reduction for corporate rates, 35 to $25 trillion. having healthcare go first make that easier. the senate doesn't repeal those taxes and we don't get that in law when we have to do and already decided our plan b is, those obamacare taxes stay on the books in law with obamacare and if we want to get rid of those obamacare taxes we got to get rid of obamacare so it doesn't harm tax reform. what we are going to do is cordon those taxes to the side, make sure those healthcare taxes stay with obamacare and reform the rest of the tax code so we can keep the tax plan to keep rates down, push expenses as far as
