cnn political editor paul steinhauser joining us from tampa. good morning to you. so what's changing? bring us up to date. >> reporter: good morning. daylight now here in tampa. and yes, basically what they're going to be doing is taking four days of a convention and squeezing it into three. tomorrow, monday, they are going convene the convention and will immediately recess. then everything will be pushed back to tuesday. what gets pushed back? take a look. the big speakers on monday were going to be nikki haley, republican governor of south carolina, as well as former governors mike huckabee of arkansas and jeb bush of florida. they will now be moved to other nights. ann romney, wife of mitt romney, was supposed to speak on monday, but she's already moved to tuesday. the other big thing that's going to move back is the roll call, putting mitt romney's name into nomination to formally be nominated. that will now obviously be pushed back, as well. republican party officials say the most important thing, of course, is safety. that you've got about 50,000 people comin

. >> cnn political editor paul steinhauser is joining me now. at paul ryan just said is that obama raided the medicare to pay for the affordable health care plan. is that right? >> we have a political battle over medicare, fred, you're right. that talking point from paul ryan yesterday has been the romney campaign theme pretty much since saturday when ryan was named. where did they get the number? from a july 24 congressional budget report, and it took a look at repealing obama care, which most people know as the national health care law. and they said if that happened, yes, $716 billion would -- if obama care was repealed, which is what mitt romney says he would do if elected, it said that $716 billion would go back into medicare. what the report doesn't say, though, is just the opposite, which is if the president's national health care law is not repealed, that there would be a $716 billion decrease in medicare funding. so that is the difference there, fred. >> so president obama is pushing back, telling voters that if elected, romney and ryan

paul steinhauser joining us from washington.y say the polls had been rising but what's changed. >> exactly. take a look at the numbers. this is our cnn/orc poll. we did on tuesday and wednesday. we asked how are things going on in the country. a number of people said it's 43%. now down to 36%. on the on sid side right there at the bottom, 63% say things are going poorly in the country today. that's a 6-point gain since april. how does that play on the presidential campaign? go to the next screen. this is interesting. will the economy get better if barack obama getwins? 31%. they say things will not get better if either guy wins in november, fred. >> big concern for either camp? >> a big concern for the president. it's the top issue on the minds of the americans. who gets blamed for the economy? the guy in the oval office. that is the way its. that's the concern for the president. you see the unemployment levels creep up over the last couple of months. that may be one of the reasons why you're seeing the perceptions of the econom

our political editor paul steinhauser joining us.sday and wednesday. any good numbers for mitt romney? yes, he locked up the gop nomination back in april. do romney voters more strongly support their candidate? yeah, they do, 56%, up nine points from back in may. obama voters favor their candidate the same number from may until now. who do you think will win the election? take a look at this number. and overwhelmingly they say almost a 2-1 margin, they think president obama will win the election. one of the troubling numbers is unfavor numbers. they are starting to rise. we've seen it in two national polls last week. >> most interesting numbers are the economy polls and how the u.s. economy is doing. they got less than three months to go. fiscal cliff, major spending cuts likely ahead and that would mean a lot of companies. we know -- they are saying a lot of companies are not hiring because they are concerned about this federal spending cut and what that's going to mean. tell us about the economic numbers out. >> the economy has bee

paul steinhauser joins us live. the tone of this race is somehow reset. >> it really is reset. the choice of ryan makes this election more of a choice election rather than an election which seem to be a referendum on barack obama. you're right, john, you saw that tough tone. beth from paul ryan and mitt romney at that rally last night in waukesha and wisconsin with both candidates talking pretty tough about the president. and you're going to hear more of that today from paul ryan in iowa where he'll continue to go with the romney theme, attacking president obama over welfare, something we heard first last week. the president obama, his requirements would end requirements for welfare. the obama campaign pushing back on that. you heard mitt romney take a tough tone against the president, against those negative attacks from the president and super pacs supporting him. take a listen. >> there's no question but if you follow the campaign of barack obama he's going to do everything in his power to make this the lowest, meanest, negative campaign in history. we're not going to let tha

let's bring in paul steinhauser, who's with our team in tampa. what lousy timing. honestly. you think, paul, or is anybody there on the ground talking about any significant loss in bump potential because of what's happening with isaac and not obl the stories leading with the danger of isaac, but also some of those key players in the media pulling up stakes and moving to new orleans to cover the storm coming? >> we've got soledad o'brien, anderson cooper and a host of people here in new orleans. here in tampa now, and new orleans along the gulf coast. the conventional wisdom is yes, this is a big distraction. it's going to take attention away from this convention and the theme is and the michelle is to reintroduce mitt romney to the american public. here's the contrary view to that. it may help. i was talking to a top republican strategist who said the storm coverage may help in a way because when big storms like this come through, the ratings for cable news and news in general go up and we at cnn and the other newscasts are not only covering the storm, but the convention her
