paul wagner joining us new in the newsroom with the story. paul? >> reporter: chief lanier defended her detectives today saying that human rights watch has reached a number of conclusions without having access to all of the data. lanier denies cases go undocumented and, to prove it, she's asked the civil rights division of the justice department to come in and take a look. on may 30th, human rights watch sent this letter to chief lanier claiming a large amount of sexual assaults are left indocumented and never investigated. the letter was never meant to be public, but she put it on the department's website along with her response. >> just as the human rights watch is trying to protect identity of the people they interview, we have to responsibly protect the identity in the people involved in our investigations. as a result, we were not able to turn over all of the documentation that they need to draw conclusions. >> reporter: chief lanier said the department of justice would have unrestricted access and be able to fully see the

paul wagner has the news edge exclusive. >> reporter: they never said anything to you about why they were detaining you? >> no, sir. >> reporter: then when you got here and you were told to walk forward, what was going through your mind here? >> i don't know. is he going to hit me in the back of my head again, i was thinking he was going to shoot me and taze me. so much stuff was going through my head. >> reporter: a few miles away and a 10-minute ride from where he was first detained, j.l. with the permission of his father, demonstrated what the offduty officers wanted him to do. walk toward the fence. when he got there, put his chin on the top railing and count to 100. that is when j.l. said the officers drove away. >> i handle very disappointed, disgusted. my son's been violated and i feel like i my wife and i have been violated. all the trouble he went through and i didn't know, you know,

fox 5's paul wagner is here with the story. >> d.c. police say the children were caught in the crossfire when a man with a gun began firing at a rival running for lives. the gunman either didn't know or didn't care there were kids in the way of his bullets. as police tell it, about 30 children taking part in an informal summer activities program sponsored by the village of parklands apartment complex were making their way from one building to another when the gunman opened fire shooting down 19th street at another man racing away on foot. police say he either didn't know or care the children were in the way. the chaperone, a man in his 40s, was able to get the children inside a nearby office until police and paramedics arrived. >> the paramedics jumped out with sudden urgency, you know, and they were running back and forth to the ambulance and stuff and then they were out and grabbed the gurneys and everything and they -- saw them

paul wagner shows us how it went down. >> the setup began here at this restaurant where the undercover officers layed out their plan for the first time. it was june 10. and according to the court affidavit, marshall and devon boyd said they were interested and mentioned committing robberies in the past. two days later, the under covers and defendants met up again in the southeast neighborhood where they were driven to a secret location and while being recorded, began planning the job. marshall and boyd told the undercovers they would need knives, a common term for a 9 mm pistol, and discussed the violence they would use to knock the victim unconscious. on june 14, the document says they got a text message from the defendant indicating they had found a third man willing to take part who wanted to meet the boss. later that day, the under cover officers came back to this restaurant where they met with the three defendants and talked about the need for a wheel man and the target of the robbery.

paul wagner is on scene. >> reporter: this is what we know from law enforcement sources, the information we've gathered here in the last hour or so. we understand a man in a stolen car intentionally rammed his vehicle into the front of that building. there was deep concern that he may have tried to set the vehicle on fire that he may have doused the inside with gasoline, but according to sources, what they think happened was that there was a can of gasoline inside the car and after he intentionally rammed the front of the building that gasoline then spilled and then he got out of the car and he was talking to some people in the lobby after smashing into it and he took out a lighter and apparently flicked that lighter with the possible intention of trying to light the inside of the car. that's what the witnesses were telling the police. we understand that this man has some warrants for his arrest right now being questioned by police. he is hospitalized, but he does not have any life threatening injuries and no one else was injured. so there was a lot of people who came here to the scene.

paul wagner is live with the story. paul? >> reporter: d.c. police have issued two citing as to the owners of the dogs -- citations to the owners of the dogs for not having them on the leash. the fine is $50. witnesses describe the brutal assault on a helpless man who was walking through his river terrace neighborhood when they began biting him from head to toe. just after 6:00 this morning, the neighbors awoke to the sounds of trouble. a 75-year-old man was being attacked by two cane corsos, dogs looking like this and they were able to escape from this fenced-in lot used by a tow truck company and a limousine company. the dog's owners arrived at the lot several hours after the attack where police gave them the citations. they drove off without answering any questions. and neighbors who heard the man's cry for help described the vicious assault. >> they were chewing on him and stuff. and the towel someone give me and he was saying, man, my heart beating so fast. so fast. you're going to be all right. >> the guy had been bitten all over. the do

paul wagner joins us with that story. >> lamar mcintyre said nothing in court the day instead his lawyer argued he has deep roots in the community, married with kidnot a flight risk he has been placed on leave without pay prosecutors say there is evidence the deputy used force against the woman, who remains locked up in the county jail. >> todays after police say she was raped inside the county courthouse the victim remains behind bars here at the county jail. the 34-year-old dc resident was arrested this week on theft, indecent exposure, and trespassing charges. according to a charging document filed with the courts the victim was taken to a holding cell by the defendant during a break-in between hearings. while the victim was in the holding cell the defendant sexually assaulted her. the defendant waived his constitutional rights to council and agreed to speak to investigators, he admitted his involvement in this incident. at a bond hearing in afternoon the prosecutor told the judge, deputy mcintyre took the victim to an area where he knew they would not be recorded, by surveillance cam

fox 5s paul wagner has the story. >> reporter: this is where it all started in this house on a quiet court in waldorf where the teens say they were invited for a memorial day picnic. as the afternoon turned to evening the homeowner accused them of taking items from the house and searched one of the teens. the three left. two of the teens were on bikes one on foot as the off duty officers approached one of the teens ran off a second one was detained by one of the off duty officers and the third teen we are calling jl arrived here in a 3,000 block miranda place where he says the officer shouted stop or i will shoot you in the back. jl says he then sunk to his knees and the officer tackled him. a man who says he witnessed the incident agreed to recount what he saw as long as fox 5 didn't identify him. >> approaching the round about i seen a large caucasian male, chasing a younger black male, down by the park. then once i came around the round about, i seen the officerrer or i don't know if he was an officer or just a regular guy, just in regular clothes i seen him pounding on top of the

fox 5's paul wagner joins us live tonight with that part of the story. >> the u.s. attorney ron machen called kwame brown's guilty pleas a dark and unfortunate day for the city telling reporters the council chair's resignation was part of the deal. machen said his office did not target brown. instead the charges came as a result of a referral from the d.c. board of ethics and kwame brown himself. >> when mr. brown sent those fraudulent loan documents to the bank, he traded away his principles for personal gain. once we discovered that fraud along with the repeated cash expenditures over and above the $50 limit, we simply could not allow him to remain in his position, a position in which he yielded tremendous influence over a city budget in the billions of dollars. >> blaming the campaign finance charge against brown, prosecutors say he flagrantly abused the law writing one check for $1,500 cash. the law says campaigns may not write checks for cash greater than $50. >> paul wagner, thank you. >>> fox 5 political analyst mark plotkin joins us now. what a week we've, h

paul wagner is live in northwest now. paul. >> reporter: the defense in this case, brian, has always been the same. that roger clemens' stellar career came from very hard work and just pure talent. the seven cy young awards he won, pitching for the blue jays and the yankees and houston astros came from hard work and not from performance-enhancing drugs and he denies that he lied to congress about using -- using performance-enhancing- drugs in 2008. this was a five-year investigation, a 10-week trial. roger clemens faced prison time. and tom fitzgerald was standing outside of the crime when the verdicts came down. what was the scene like? >>

paul wagner is live in northwest. paul, what did they have to say? >> u.s. attorney came out and made some statements. just after 4:00 this afternoon. he had with him the special agent in charge of the criminal division of the fbi. he also had a special agent in charge from the internal revenue service. a couple of things that we did learn is that he does not anticipate any further charges against kwame brown, but the investigation into the 2008 campaign finance is continuing and he wouldn't answer any questions as to where he thinks all that money went. there was over $200,000 in question as to where that money had gone to. as you know, kwame brown has been charged with one count of campaign finance violation, but matt got into quite a bit of that. what we heard today from ron is what he had to say about the integrity and the culture here in the district of columbia, saying they will not tolerate politicians engaging in dishonesty and self-dealing. and we have more of what he had to say today. >> today marks the dark and unfortunate day in our city's histor

>> paul wagner. thank you. >>> another big story, the jury reached a verdict in the trial of a man accused of posing as a pepco employee and robbing and murdering a prince georges county man. fox 5s maureen umeh is live at the courthouse in up with per marlborough. have you been able to find out what the verdict is? >> reporter: we got word about 10 minuting on that the verdict was reached. the jury deliberated for two hours and we don't know what that is just yet. i am hoping we will get word sometime in the next few minutes here and i can tell you that the jury deliberated for about two hours before returning the verdict in the killing of the murder of david williams. prosecutors say hafton and his codefendants who plead guilty for his role in the crime, killed david williams inside his bowie home last july. the prosecutors sayna thabrocks came to williams' home posing as a pepco employee and indicating there was a problem. williams unwittingly led him around and talking about difficult problems. t

paul wagner has the latest. >> reporter: mr. metro transit authority says the man killed was under investigation for an attempted abduction that took place sunday near the minnesota avenue station in northeast. they say the police initially came out to the man's house, which is right here behind me on sunday, father's day. a neighbor tells me that she saw the police actually come to the house twice. the metro says the detective showed up for a follow up investigation today, and she heard raised voices, the man said do you have a warrant, and she looked up to see, the man with the gun. had what happened next is not exactly clear, but the neighbor says she saw the officer run to his car, and back off down the street. that's when the man under investigation, described arsonist had -- as a man in his 40s got in a pickup truck and followed. >> what we know, at approximately 12:30 p.m., metro transit police detective was here, conducting this investigation. when he came in contact with an armed suspect. the suspect opened fire on the

fox 5's paul wagner has the story. >> reporter: this is where it started in this house on waldorf whereeens say they were invited for a memorial day picnic. as the afternoon turned to evening the teens told investigators the homeowner accused them of taking items from the house and searched one of the teens. the three left. about 20 minutes after the homeowner searched one of the teens the three arrived in this neighborhood, two on bikes, one on foot. as the off-duty officers approached, one of the teens ran. a second one was detained by one of the officers and the third teen who we're calling j.l. arrived in the 3000 block of miranda place where he says the officer shouted stop or i'll shoot you in the back. j.l. said he sunk to his knees and the officer tackles him. a man who says he witnessed the incident agreed to recount what he saw as long as fox 5 didn't identify him. >> approaching and i saw a large caucasian male chasing a younger black male down by the park through the townhomes. then once i came around the round by seen the officer or -- i don't know if he was an officer or r
