-1-b or in pdr generally. so, as your case report describes, the pdr-1-b district is unlike any other zoning district in the city and in fact, it only exists in bayview. it was created because the department specifically recognized that in this unique area of the bayview, you have heavy industrial uses immediately adjacent to single-family residential uses. many cases right across the street, as we have on oakdale. and it provided for a variety of restrictions for potential uses. and, so, when we took at look at what would have been whether or not the 311, 312 notice would have been required for types of demolition or large scale alterations on this type of use in the district, we discovered that there really was a notice requirement that was missing. and when we worked with planning staff, mostly scott sanchez, you know, 311 and 312 didn't really make a ton of sense for pdr. 311, 312 is very strict residential guidelines and i think doesn't necessary fit what we're trying to accomplish here. so, we sort of in

pdr are production distribution repair. you may recall that the eastern neighborhoods plan relies heavily on port property to meet the city's needs. so, an example of that we have aggregate plants on port property. the aggregate is shipped in from canada primarily, turned into concrete and used throughout san francisco. if our plants were to go away, they'd either have to find another home within the eastern neighborhoods or we'd be trucking in concrete from across the bay or down the peninsula. so, we find that some of those uses are critically important and we're highly populated by nonprofits who find the warehouse space to be important to them. the thing that most people know well about is our attempt to rehabilitate [speaker not understood] our infrastructure. there are 39 piers, we've been able to reha bill tate 11 of them in the last two decades. that is an ongoing process that will take us much more decades no doubt. more and more we're starting to focus on our seawall. we participated in a lot of studies regarding

none of them were ever able to find pdrs to add to the far on the site. when the zoning in the eastern neighborhoods changed this block, the block we're talking about is the one here across from the ballpark, from m2 to muo, that solved the far problem because the far and the muo district is 7.5 to 1. we can live with the 7.1 to 1 far. but all of a sudden there was a 75-room limit under the muo zoning. but no one quite knows where it came from and what the impetus from it was, that it just sort of happened in the eastern neighborhoods rezoning to muo. so, what we're seeking is simply some way to get this hotel that everyone thinks is a good idea. it's in the right location. the union -- the hotel workers union is in support of this project to get it built. actually we're trying to fix this problem on this one block. you know, i can't speak to the concerns that toby and jim raised. if there's a desire for this to be narrower, we can certainly perhaps restrict this to this one block, which is the block between townsend, king, second, third and fourth -- sec

working with the office and economic and workforce development that they are conducting a survey of pdr businesses production distribution repair businesses and a few others that have some needs that are different than typical or residential business needs that many of our parking tools were designed to manage we're also gathering feedback from that process and hopefully what we'll be able to arrive at a resolution sometime this summer that we will be bringing for your consideration. the draft plan that we put forward proposes a significant amount of residential permit parking largely addresses the resident concerns but the proposal as of now doesn't address a large portion of the commercial concerns. there's a number of non retail businesses that believe that our proposed plan as it stands now doesn't meet their needs so hopefully we can get back to you as i said this summer and we would resume the other neighborhoods of potrero hills. we won't do them all at once so that's kind of a little bit of an update on the north east mission parking plan a few other items of note the -- machine
