everyone loves pdr and everyone is leaving now. don't you like muni? okay. the pdr crowd is gone. so colleagues i called for this hearing today to receive our quarterly muni service performance update. about a year ago given a concern i and many people have about the reliability and performance of the san francisco municipal railway i called for a hearing and then asked muni to provide quarterly reports on certain aspects of its performance including vehicle availability, break downs, on time performance, over crowding or lack thereof, and service disruptions, and so forth. some of the key indicators of how well the system is doing. colleagues we know that muni is a key aspect of the future livability and economy of our city. we are a growing city. we have grown by 75,000 people in the last decade. we are projected to grow by 150,000 people. the bay area is projected to grow by 2.1 million people in the next 25 years and transit has to be part of that future. we cannot

there's a bunch of folks i know with pdrs have set up new live work spaces. not really live work spaces, but that's all over the mission and south of market now and people living in alternative family settings, artists, people in the tech industry so sort of the -- i think that when that designation was set up, we didn't know how it was going to be applied on the ground. and in terms of the building code, we never really thought, you know,, like, how are we going to get these units to be, you know, up to code, not present a hazard and at the same time, allow people to live their lives and thrive so that's another issue. a third issue would be sros. all over the tenderloin and china town we have sros coming to the end of their lives. there are buildings that have been around for sometimes over 100 years and we don't really have a plan for how to deal with them. they provide housing for the lowest income folks and the anchors of the communities like china town and tenderloin. it's a planning issue more than a zoning issue, but we have to deal with both. so thos

as you turn to 23rd street we felted this area was more transitional and on the other side it's pdr. it's a lot less developed and a lot less housing and thought we could introduce more mixed-use and anchor with retail space. then have a building where we have a very glassy corner; a lot of units facing the street to be able to animate the street and cut up the building into different parts to be able to breakdown the scale and try to kind of transition over to tennessee street. the buildings had a middle band that perforated and housing units that the community wanted to see that could be used in different ways and really accommodate different types of families and clients. as you turn over to tennessee street, this is where the scale really breaks down here the street is much -- right now it's fairly undefined and not a sidewalk, but you go down the steps and enter dog patch neighborhood with the beautiful edwardian buildings. it also here has a number of townhouses that face directly to the street, off of the grade, with stoops to be able to provide that family housing that is als

our non-profits are vulnerable and our pdr businesses are vulnerable. so we have keep stakeholders who have vulnerable to increase in the minimum wage on top of health care payments and on top of paid timoff and on top of all of the other taxes and fees that we pay in the city. so this just makes san francisco less affordable for the small, independently-owned, sort of traditional many low-margin businesses. so i think now the task at-hand -- so the answer is that we don't know what is going to happen. we think something will happen and there will likely be collateral damage and what is the net effect of that on our economy? i think there is a general belief that our overall economy is going to continue to expand on the backs of the technology boom; that what we are talking about here is going to be a blip. and probable undetectable in terms of overall success in san francisco. with that being said, the minimum wage is intended to address a particularly vulnerable group of employees, and unfortunately the employers of those employers are largely the bus
