back to our reporter, hampton pearson, who is west of the capitol there. you've talked to some of the security forces. what did you learn, hampton? >> reporter: i want to pick up on the comment you had from the congressman about more than likely because of the furloughs, there were less security in place than would normally be in and around the capitol. i think one way, as the number one, the response was amazingly fast. because we in our crew car were basically neck and neck coming down independence avenue to get to this location with folks converging on the scene. at the same time, they had to be concerned primarily with the area immediately behind me on the west front. that's where that helicopter landed. securing that. so, therefore, there wasn't much security beyond that as far as civilians and other people, if you will, going back and forth while the situation was still very, very much in play and hadn't been fully resolved. as far as this whole notion of the route of this thing starting roughly 15th and e, for those of you generally familiar with wa

hampton pearson looks at how this is possible. >> it's up to the individual states to decide but they're also waiting on guidance from the federal government. here's the core of the problem. as you mentioned, the bill signed by the president to reopen the government clearly says the estimated 400,000 furloughed federal workers are entitled to fullback pay for the 16-day partial shutdown but there's no language in the legislation that deals with the possible double dipping or giving back any unemployment benefits. the state of alabama, for example, is telling federal workers who got those unemployment benefits during the shutdown, they're on the hook to pay back the state. that's based on guidance from the office of personnel management issued late friday. those opm guidelines say, because congress signed off on the back pay, it's up to the government agencies to help find out what staff may, in fact, have filed unemployment claims in their states while out of work. then it's up to the states to recover any overpayments, including sending out notices to return the benefits where applicabl

stock prices are down again on wall street, but let's check in for the latest from c nbs's hampton pearson say, it's always about the benjamins. right now we do have stocks inning in tif territory, no signs of an end to the partial government shutdown now in its second week, and growing concerns of the debt limit, the government's ability to borrow money to pay its bills might be breached next week. we see the dow is down 76 points, the nasdaq down 56, the s&p down 12. ahead of the annual meetings here in washington later this week, the international monetary fund and the world bank, leading global economists are sounding the alarm about a u.s. default on its debt. the imf says it would have catastrophic consequences for the world and it would be felt right away, disrupting financial markets in the united states and abroad. even before the government shutdown, confidence among small businesses was slipping. that's what the latest index from the national federation of independent businesses is showing. concerns about the looming shutdown triggered a drop in the index in september but long t

hampton pearson, jake carney is at the podium. what can you tell us? >> maria, along the lines of the conversation you've been having, number one, the news here, the headline is, president obama, in fact, has called house speaker john boehner during the day. jay carney characterizes the tone of all this as the main thing they both agree on is it's good now that all sides need to keep talking. and that from the white house point of view, the white -- the house republican concession, however you want to believe it, that first of all there's now a consensus on all sides that you need to remove default as a weapon going forward in any budget talks. where they still seem to be stuck, perhaps, is it's the white house preference that any debt limit increase essentially be clean. and you don't want it again as part of any leverage for future ongoing budget talks if they can agree on a process or whatever. but, again, constructive talks under way. quote, default should not be a weapon going forward. now they have to continue the dialogue going forward. back to

hampton pearson joins us from washington. what's going on there, hampton?y senate republicans were the last key congressional group to meet at the white house with president obama. after those talks, negotiations, whatever you want to call them, were getting some indication of perhaps a little daylight between house republicans and senate cleelgs. snore collins outlined a proposal for longer debt ceiling as well as money to fund the government. >> i did have the opportunity to present the plan that many of us have been working on that is a multi-element plan that would allow us to reopen government, have a short-term extension to say january of next year of the debt limit. >> but it appears house gop might move over the weekend to take action to raise the debt limit for about six weeks until around november 22nd. wait until early next week to deal with the issue of funning the government and perhaps mid-december, but they do want some confessions in return. now, the white house remains noncommittal. waiting to hear from jay carney. ma joerd leader harry rei

hampton pearson has details on that. hampton? >> hey, bill. instead of jobs friday, we will have a jobs tuesday. next tuesday, october 22nd, according to the bureau of labor statistics, is when we will get the september jobs report. we've just got a brand-new updated schedule. it's from the bls on all of its data releases. this, of course, the one we care the most about. so next tuesday, october 22nd, we get the jobs report for september. then we will be back on a regular schedule, according to this list. we will get the october report on friday, november 8th. that's actually a week later than the original schedule. thank goodness. a government agency that we all like getting back on schedule. october 22nd. the september jobs report. back to you. >> hampton, stay right there. just a couple questions real quick. the first one is, so, did they say anything about whether the survey week for the october jobs report is going to be altered? or whether there will be anything different about the guts of this report relative to the usual one? >> god, y

cnbc's hampton pearson is in washington with the latest.what do we understand they're talking about? where is the movement? >> how are you doing, ross? these talks come after president obama met with house republican leaders for about 90 minutes at the white house thursday evening. now, both sides described that meeting as a good session. the president heard house speaker john boehner explain a proposal for a short-term extension of the debt ceiling, possibly for about six weeks. that would buy the gop time to seek more spending cuts. president obama pushed to reopen the government which has been partially shut down since october 1st. what may be more significant is republics now appear to be steering clear of the limits on president obama's health care law and spending that led to the current crisis. upon returning to capitol hill, several gop lawmakers say while no deal has been struck, the talks, indeed, were constructive. >> we'll come back to have more discussion. the president said that he would go and consult with the administration
