one thing that's very different about car sharing, especially if you build the product peer to peer, is that you have social trust built into the product. so it's not the same relationship that our customers would have if they were to go rent a car from hertz. they know the person. they know their classmates. it's another individual. and you see who your mutual friends are. this ties it back to chicken farming. social collateral is one of the most powerful mechanisms in place to drive good behavior. microfinance has the best repayment rates in all borrowing and lending out there. and you don't put any collateral down. it's your social reputation that's on the line, and that's very much in play in peer to peer. >> to make an analogy, i don't smoke, but i might smoke in bob's car. >> no, and you may have biology class in bob's car. bob knows who you are and he can come find you. >> bob -- hertz doesn't get angry at me when i wreck their car. they maybe make me fill out forms. bob probably will. there is that. >> i mean, bob would if there wasn't a backup mechanism to take care of bob.

the two issues that you really see are peer support and in-home care. it's peer support because you must build the network of veterans, how they felt like they were in the service. you must have your brothers in arms, you must have your fellow service members standing beside you to overcome stigma, to get through this and to feel that camaraderie that you once felt. and you must get in the home. because pulling a veteran out of home, treating them, and then putting them back in their home is treating a very small portion of the problem. we recognize that consumers in our system often would really be able to provide support to their peers. yet, there really wasn't a mechanism to do that. we decided to start a recovery support institute to train and certify persons who had been through treatment in our system, that then could come out as certified recovery support specialists and work at our providers and provide services. hope stands for helping ourselves pursue enrichment, and we're a recovery, wellness, and reintegration center. we currently have a vol

we want to make sure that consumers, peers, families, as well as providers and policymakers are aware of the wide range of information because, at the end of the day, stigma and discrimination and the expectation of individuals with regard to mental health and addiction is a cultural phenomenon. when we look at the people who are not engaged in substance abuse treatment, 95 percent perceive no need for treatment. even though they meet criteria for abuse or dependence, they perceive no need. it's not that they don't want treatment. it's that they perceive no need for treatment. and that is the conundrum for the healthcare delivery system. if we don't facilitate that awareness at the community level, at the family level, at the employer level and at the provider level, , then we'e always going to be dealing with the extremes of these conditions and people will not recognize that they need to change their behavior early. and as dr. laudet pointed out and dr. peterson pointed out, if the individual has diabetes and doesn't take his or her medication, hypertension doesn't take medication,

there is an enormous literature out there that is already peer-reviewed and published on i.q. there are dozens of papers. the big question is how well can i take a single person's brain scan and with what confidence can i get a number associated with it that we would derive an i.q. those measures and ways that we do that get better every month, basically, every year we're getting more and more accurate at taking a single piece of information or complex piece of information and fitting it. to my knowledge, it hasn't been done. i am aware there are patents on estimating i.q. using brain imaging which is a measure of metabolites in the brain. i haven't actually -- i'm not aware of any cases in which it's been used. there is no reason why it couldn't be. >> the way it's been, nothing as you have described with the algorithms to map it has been used. brain imaging has been used to try to bolster a claim of lower i.q., not by an algorithm, but by showing brain abnormalities and other things that could be consistent with mental retardation and lower i.q.. >> i would add to that, this
