so, you can find peer-to-peer cars, get around and operators. in the sunset, potrero hill, bayview and really all over the city. parking is a serious main point for peer-to-peer car sharing and get around in particular. both for owners and renters, providing owners with access to car share parking. on street and off-street is an opportunity to incentivize more car sharing. eich wise for renters, the ability to access floating parking will incentivize car sharing over owning a car. * likewise so, again, last point, because peer-to-peer car sharing can easily expand beyond traditional car sharing areas, it is very important to support peer-to-peer car sharing to solve several of the city's mobility issues. >> thank you. thank you very much. next speaker. >>> hi, my name is andrew goldman and i have a masters from mit in city planning and 13 years experience in shared vehicle space. so, there's 15 years of research showing that every car share vehicle and traditional service takes between 9 to 13 cars off the street. car to go has a new model that

the peer-to-peer models where individuals are basically making their cars available for others to use. and then the even newer one-way models that are coming into being. we know a lot more about some of the benefits that i just spoke to really pertain to the traditional models because that's what we have understanding and data from. we have much less, if any, on some of these newer models. but it's likely that at least some aspects of the benefits that come from car sharing may be realized by different [speaker not understood] of the traditional models. so, our approach to car sharing reflects the understanding that it does advance the city's transit first policy. it also reflects the fact that it's largely a private sector activity, therefore it's one that's for very small, if any investment from the public sector, we get all those significant transportation and environmental benefits. so, it's something that we want to embrace and facilitate. supervisor wiener made reference to the fact that parking is a big issue with regard to car sharing and parking is something that we regulate.

we want to make sure that consumers, peers, families, as well as providers and policymakers are aware of the wide range of information because, at the end of the day, stigma and discrimination and the expectation of individuals with regard to mental health and addiction is a cultural phenomenon. when we look at the people who are not engaged in substance abuse treatment, 95 percent perceive no need for treatment. even though they meet criteria for abuse or dependence, they perceive no need. it's not that they don't want treatment. it's that they perceive no need for treatment. and that is the conundrum for the healthcare delivery system. if we don't facilitate that awareness at the community level, at the family level, at the employer level and at the provider level, , then we'e always going to be dealing with the extremes of these conditions and people will not recognize that they need to change their behavior early. and as dr. laudet pointed out and dr. peterson pointed out, if the individual has diabetes and doesn't take his or her medication, hypertension doesn't take medication,

there is an enormous literature out there that is already peer-reviewed and published on i.q. there are dozens of papers. the big question is how well can i take a single person's brain scan and with what confidence can i get a number associated with it that we would derive an i.q. those measures and ways that we do that get better every month, basically, every year we're getting more and more accurate at taking a single piece of information or complex piece of information and fitting it. to my knowledge, it hasn't been done. i am aware there are patents on estimating i.q. using brain imaging which is a measure of metabolites in the brain. i haven't actually -- i'm not aware of any cases in which it's been used. there is no reason why it couldn't be. >> the way it's been, nothing as you have described with the algorithms to map it has been used. brain imaging has been used to try to bolster a claim of lower i.q., not by an algorithm, but by showing brain abnormalities and other things that could be consistent with mental retardation and lower i.q.. >> i would add to that, this
