the pell grant is the primary source of grant money for low income students.t is the original purpose of federal financial aid, to allow people to go to college who would not have that opportunity otherwise. pell grants went from $14.8 in 2010to $37 billion or 2011, and it jumped back down in 2012, 2013 to about $32 billion. it was getting too expensive. when you see a federal program grow almost three times over seven or eight years, there was some concern in congress and elsewhere that it was growing too fast. part of the reason it grew was that in those years, there was increase in aid awarded, but a change in criteria. these are not rich people, but people earning even into the low $50,000's a year. higher education is countercyclical. people go to college when work opportunities are not great. we saw in the last couple of years was somewhat better great,ent landscape, not but better. people who had been going to college and getting pell grants went back to work. there was somewhat less demand. reductions, have state or private group stepped in to help wit

social security, medicare, pell grants, i mean, most americans, i mean, you see this in electoral results, right? most americans, today want these program -- they want these programs. even when republicans start to, you know, go after them, even republican voters, you know, sort of rise up in protest. and so, you know, once clinton gets through those first two years, he governs as a moderate, and it's, you know, especially in the domestic sphere it's a largely successful presidency and one that, i mean, heck, it promised to end the national debt. he is and newt beginning -- he and newt gingrich had a secret deal at one time about how to sort of, you know, get rid of the national debt and to begin to end the culture wars that were plaguing, still continue to plague washington to this day. i mean, liberalism, i would argue, is in the best position it has been since the kennedy era because of the institutions and because their opposition so absolutely just flailing. they don't understand that the american people, generally speaking, are not interested in their solutions. they talk about rona

they sale small steaks to investors and now pell real regulators are trying to open the door to the everyday investor to finance new companies. eamon javers joins us with a look at the new rules the government is proposal, over to you eamon. >> reporter: crowd fundings got attention to raise money by going on the internet and getting thousands of new investors to contribute money to the cause that saved them trouble prom going to the big banks and firms they have traditionally gone to but the fcc is worried about the new propels with fraud and scrams. so they say the new rules will under lie the overall effort here and protect investors there is a couple key caveats they put in place. no company can raise more than a million dollars in crowd funding and investors themselves will be limited in two key categories based on income. they said they will be limited to investing $2,000 or 5% of the annual income or net worth if they make or own under $100,000 a year. over that, they will be allowed to invest 10% of the annual income or net worth, if -- whichever is greater. so a couple key caveats.

shameful about this republican government shutdown because it doesn't take into consideration the real pell that are out there struggling every day. speaker boehner claims there are enough votes to reopen the government. 200 democrats have signed a letter saying there are enough votes to reopen our government now. republicans claim they started the shutdown to defund, delay to millions of americans. such a move will deny health care coverage. we have the highest uninsured rate. over six million uninsured. in the district i represent, 26 ,000, that is over a third in the congressional district that i represent. trying to deny it. i want them to explain to those constituents in the district i represent, it's a myth it is only happening. they have people in their districts that are uninsured also and they need to represent them also. the a.c.a. is the law of the land, which means this shutdown ill fruletless and republicans have to stop saying no and come to the table with solutions, solutions that matter and solutions that can be addressed. until then, house democrats have a clear message. we
