a pell promise would act as an early commitment program for the pell grant program. would teach students as early as ninth grade by notifying by how much they will be able to receive in the future and a guarantee of that amount if they complete high school successfully. we believe strongly that making the pell grant program more flexible and continuing to advocate will help this country move the needle for low-income and at-risk students. i will now talk about the federal campus based programs which are a critical piece of student financial aid and include the federal supplemental educational grant. federal work study and the federal perkins loan program. all need based. these are deemed campus based because even though they are federal funds, the funds are allocated directly to participating institutions based on a formula. and the institutions then determine using federal guidelines which of their students receive the funds as well as those award amounts. the formula, the place where many believe the inequity exists is based on two principles. first the fair share

from academic year from 2013-2014 pell grants were cut. in year 5 all students received a 3/4 cut, 1/2 to 3 quarter cuts to pell grants and year six it was cut out completely. this resulted in a loss of $5500 per year to students. this academic year additional limits put on financial aid was on again by the federal government. no students was grandfathered in and including students admitted under prior policies. these led to an increase in student loans. students were taking out higher aggregate limits. while we understand the goal was to reduce student loan usage according to what they said to us. that is not the case. this led to an increase. when you cut out grants, where is is that money going to come from? it has to come from somewhere else to fund education, housing, etc. students now are being stream lined through the university. this is our opinion on it. we also feel the new policy is discriminatary towards disabled students and low income because of the large number of students of affects. right now the government spends between

china is building artificial islands in in reefs on the arch pell ago. they are 600 miles from the coastline and closer to other countries laying claim to them. like vietnam, malaysia and brunei. this is significant. according to international law, a country's jurisdiction over territorial parts extends over 12 nautical miles. china is clearly outside the boundaries. in the images, you can see how far the island grew. the image on the left, you have to zoom in a little bit near the top of it, is from march 31st, 2014. the one on the right is from august 7th. that's dramatic progress in five months. here is the latest image. a close up taken on january 30th this year. tuesday, china announced that the land building part of the project should be completed within days. the next step is to build facilities, including military defense. china says it primarily intends to use the island for peaceful purposes, like maritime rescues and weather observations. no one is buying that because the islands in are in the middle of a productive finishing areas and a busy
