first, the second chance pell. i think one of the high points of congress working with the administration has been to look at prison reform and help those who have been in prison come back into the community and contribute. i wondered if you could talk a little bit about your plans going forward? i know there's interest in community colleges in my area, and participating in this. but if you could talk briefly about the second chance pell program. >> thank you, congressman. i think this is an area where there is actually broad-spread support, and a lot of great evidence. i've had opportunity to visit three different prisons and see students that have -- i visited tulsa community college in prison in oklahoma last summer, and was just thrilled to see all of these mostly young men graduating with associates degrees, certificate program recognition, some of them completing their high school requirements. but it was a thrill to be there, and i think there is so much promise with this, making a second chance pell program

pell grants are the good thing. that's money that you get that you don't have to pay back. right now you get $6,000 a year. that's the max. i would bring it to $12,000 a year. that's a lot. that helps a lot. [applause] i would change the income level where people qualify from 50,000 -- that's the limit right now -- to 100,000. if you do that, you include so many more families and get so much more help, because that's a total of $48,000 over four years. i would make the loan payback program work better. if millionaires can refinance their yachts, students should be able to refinance their student loans. [applause] two -- two, the loan payback program should be working better. it's a mess. the first thing we can do -- i have this 100 day plan of 137 things we can do with our congress that are legal. one of the thing i can do, in the first 100 seconds, and that is fire betsy devos. we have a resolution, very simple, it says low-income families where students are eligible for pell,et's make them eligible for one of these training programs, less than 15 weeks, provide the industry-recognized certificate. our legislation is called the jobs act. it just makes so much sense. it's bipartisan. it's bicameral. we should get it done. and, by the way, for those students who go through a technical training program, get that certificate, end up getting a job, a lot of them do go to college, but guess who pays for it? typically it's the company that pays for it, so they don't end up having this big debt, this big burden that so many of our students have. student debt average in ohio, by the way, is about $27,000 per student. whereas if you go there one of these programs and end up getting an associate's degree, bachelor's degree or master's degree typically you're not paying anything because your employer is going to pay for you to get that additional training. my hope is that we can move this legislation forward quickly. it's something i hear from everyone back in ohio. ov
