this is the "cbs evening news" with scott pelley. >> pelley: good evening. they've never seen anything like it. government scientists said today that they're surprised by a jump in temperature that made 2012 the warmest year on record in the lower 48 states. changes in temperature usually come in tiny fractions of a degree. but the average for 2012, 55.3 degrees, beat the old 1998 record by one full degree. 2012 was also a near-record for weather disasters, including-r drought, wild fires, and storms. there were 11 disasters lastms year that topped $1 billion in damage each. only 1998 was worse. every state from coast to coast was affected. the west had devastating wild fires. in colorado, the most expensive wild fire in state history destroyed more than 650 homes. new mexico's largest wild firer on record burned more than a quarter of a million acres. in march, tornadoes that tore across indiana, ohio, west virginia, and kentucky left 42 people dead. in late august, hurricane isaac came ashore near the mouth of the mississippi. nine deaths, 4,700 homes were

. >> pelley: major, thank you. well, a lot of wall street's big names are in davos, switzerland, for the world economic forum this week, and that's where we find anthony mason. anthony, what are they saying about the nomination of mary jo white? >> reporter: well, scott, the thing you have to remember here is the s.e.c. was a laughing stock when it missed the bernie madoff ponzi scheme, and it spent the last three years trying to restore its reputation. under the outgoing enforcement director, robert guzani, himself a former prosecutor, it has had a record number of cases including 180 insider trading cases. but the appointment of mary jo white is a sign the pressure is not going to let up. if anything, they're going to be turning up the heat at the s.e.c. >> pelley: well, anthony, while you were in the chilly alps, we got a lot of good economic news here at home today. we saw that layoffs are down-- initial claims for unemployment benefits hit 330,000, the lowest level in five years. and on wall street today, the

>> pelley: the top u.s.commander in afghanistan general john allen was cleared of miss conduct today. allen was investigated for sending potentially inappropriate e-mails to a woman linked to the david pa trace scandal, but pentagon investigators have now determined there was no miss conduct by general allen. in case you missed it, the president and mrs. obama attended two inaugural balls last night. at the commander in chief ball, they danced to al green's "let's stay together." you may remember the president singing a bit of that last year. the first lady's ruby red gown was designed by jason wu. he also designed her inaugural gown four years ago. beyonce's performance of the national anthem at the inauguration got rave reviews but today questions were raised about whether she was actually singing or lip synching. sources telling us that beyonce was singing live. but over a prerecorded track. she recorded that track earlier in case something went wrong. and the musical accompaniment by the marine band, tha

. >> pelley: seth, thank you. there was another school shooting today-- this time, at a high school in taft, california, just over 100 miles north of los angeles. the sheriff says a student armed with a shotgun shot one classmate, leaving him critically wounded. a teacher talked the shooter into putting the gun down. this happened on the very day that the vice president met with the n.r.a. the vice president has been tasked with coming up withga recommendations for curbing gun violence, and major garrett is at the white house for us tonight. major? >> scott, there were no illusions on either side about what would come from the vices president's meeting with the national rifle association and other gun rights' groups.re but for pure political andso public relations reasons neither side could ignore the other. they didn't, and deep differences remain. the meeting lasted more than 90 minutes. afterward, we spoke with n.r.a. president david keene, who did not attend the session with biden. he described the conversatio
