i read that from my perspective down at camp pendleton as the active for the. u.s. northern command have been tasked to (inaudible) defense support to civil authority concept plans. with that, there is a recommendation to integrate and synchronize dod planning with federal, regional and state partners, something that san francisco fleet week has energized in the bay area over the past 3 years. the establishment of the dual status commander helps us pull title 10 and title 32 forces together in a more synchronized dod response. the new attention and focus by dod is only part of the puzzle, though. dod success in helping in response to a disaster will ultimately be determined by civil authorities and their ability to properly plan their initial response and then the means by which dod capabilities are requested and properly employed. we know dod is in support of civil authorities and the real burden to that effective support is going to be sound planning to ensure we're properly directed and we can best benefit or provide benefit to the need of the place where we're s

he was based out of camp pendleton. the 22-year-old died following a confrontation with palm springs police on saturday. his family is now heading to southern california searching for any kind of answers. jean elle has more details. >> reporter: an american flag stands in front of their house in san jose. the family is driving to palm springs to learn more about why police shot and killed the 22-year-old marine. police say it happened early saturday morning in a downtown parking garage. the police chief in palm springs says police on bicycles went to check out loud voices inside the lot. officers say they recognized the marine and his friend from an earlier run-in with them, a drunken public incident. police say they ordered him to stop his car and when he drove off with one officer hanging out of the passenger side window and hit another officer, police fired, killing the san jose marine. >> after we collect all the witness statements, the statements from the officers involved and the evidence at the scene we'll have a

we actually have an acu1,000 type capability in pendleton and that is a piece of equipment that bee don't train with routinely the expeditionary folks. i think there is an opportunity in training, it's great when marines get to see the gear and do that type of cross banding we spoke about. civilian authority operates in 700-800 megahertz range. we know fires happen a lot and we're often asked to support so training is a big recommendation i make. >> what i'd recommend is practice makes perfect and flexibility is required. so with communications being flex i will and you have to practice. we did some training events with the acu's in order to teach other agencies how to cross band the radios but it continues to grow. next year there will be a new version of the acu's, which does cross banding of radios. as long as we stay engaged we keep communicating and we keep working to the and keep the lines of communication open, i think the exercise will go excellent as we grow. >> i told my boss that communication's at the heart of everything. the stronger we are with our communication abilities th

i have no visibility on what forces are available at camp pendleton depending on your deployment cycle what fleet week can bring to bear. and we need to find a way, perhaps dcl, north palm being the broker of that, to maintain a better capabilities database so we know what is immediately available because under our old constructs, if we needed additional help in the national guard in california, we would go to the national guard from other states and that may be 1500 miles away. and that capability could be right down the road or down in san diego in one of the reserve components or in the active components of the marines or the navy and we need to sort through that so we can better respond. with that also will come changes that may need to be statutory changes so we can better accept the title 10 forces in particular the reserve forces. it is very frustrating during fire season when our black hawk helicopter company flying its rotors off down in los alamedos is sitting on the same ramp as army reserve helicopters we can't access because of staff problems and other issues we're going t
