significantly, many of the peninsula cities. in contemplating what those impacts might mean, having emotional reactions to what that might do with our downtown, so we had three elected officials challenged us to find a better answer, and those elected officials were a u.s. congressman, a senator, and an assemblyman, and they basically said, "we want you to explore the feasibility of a blended system." the splendid system is an integrated caltrain and high- speed rail service, maximizing the use of our existing tracks, connecting at the station in san jose and extending all the way to translate terminals -- transbay terminals. focus was an effort to emphasize community impacts, and in addition, it would have the added benefit of lowering the project cost. the system would be much smaller than the larger project that was initially complicated. -- contemplated. it helps with project delivery in advancing that. the first thing that caltrain i it -- did in response to their request was to conduct -- we call that lots of things, but i

high-speed rail boardings on the peninsula were at a little over three per year. cal train is estimating in 2030 on the order of 20 million. i totally demonstrating that the corridor provides a writer ship much more likely to generate particularly private sector interest in these early start projects. cal train is currently doing a capacity study looking at the art of the possible in combining both cal train and high-speed trains and the infrastructure required to support it. even with no passing tracts in each direction to be accommodated, passing as many as 10 trains per hour, they could be accommodated. to support the efforts of the working group in looking at fast start, the authorities undertook a feasibility study. the purpose of the study is to establish reconnaissance levels on the project, bucking an alternative delivery method for the project, as well as alternative alignments, as well as alternative funding sources. that study is nearing completion. it is undergoing review by the participating agencies within the working group. coming to the next step,

he arrived out at monroe on the 2nd of april within just a few days he began moving up the peninsula toward yorktown. now here's where he had his first major shock in the field. part of his plan, a key part of his plan, was the movement of the first corps as designated by president lincoln under the command of general irving mcdowell, the unfortunate commander of union forces at first bull run. but mcdowell's first corps incidentally amounted to 40,000 men was up around fredericksburg. and what mcclellan had planned for mcdowell to do is march from fredericksburg almost due south and come in on the left or the northern flank of confederate forces defending the peninsula. imagine his shock when he got an order from washington telling him, no, you can't have mcdowell, you took too many troops out of washington. we're unsafe here. you can't have mcdowell because this fellow jackson that we read about, he's already attacked the union force near kearnstown and no telling what he'll do next. he may sweep down the potomac and attack washington, we've got to keep him here. what this meant fo

i think caltrain is very important to the peninsula, to the region, to san francisco. i have been troubled for some time about the high-speed rail proposal to build in the valley and disconnect that from the rest of the world, and to the extent that this strategy proposal suggests local investment that has a near-term benefits for the state, for the region, for caltrain, that is all to the good. i am aware of other efforts to talk about the sustainability of caltrain and funding mechanisms for that, certainly making the downtown extension and electrification actually happened in our lifetimes would be good. i would be remiss if i did not mention norm rolfe and his long advocacy for this project. unfortunately, it did not happen during his lifetime. perhaps we can all see to it that it does happen. it is unfortunate that caltrain does not go downtown. there was long debate about whether that competed with the metro extension. i think the final answer was it did not. they serve different markets. they are both important transportation projects, and i hope we do all thing

the peninsula segment of the plan is anchored by stations in san jose, with options for intermediate changes between the two. as has been mentioned by others this morning, san francisco has long been a proponent of high- speed rail in california. the city is the only entity within the nation that has committed personal, direct local funds to the construction of a high-speed rail system. $1.6 million to begin construction of phase one. it is to open in 2017. it is not only a dramatic architectural accomplishment, but it will provide connectivity to the regional and local bus system, with local activity presented to bart. phase two will connect regional and inner-city high-speed rail systems within california. the san francisco high-speed rail working group was established two years ago, primarily to respond to challenges that were identified within the alternative analysis report that was released by the authority, calling for the construction of various options for high-speed rail within the states, specifically within the peninsula. the city has identified a number of concerns, with
