hiroki iwojima has been covering the korean peninsula for years. hiroki, is north korea in a position to conduct a nuclear test? >> this announcement came from the national defense commission, which often doesn't make statements. we can see these as a final warning. the nuclear analyst tells nhk that north korean scientists are ready to go. he says there are three tunnels in the northern area where previous nuclear tests happened. he notes one is off limits because it's being used before. but he says nuclear officials are making preparations at the other two and could carry out a test at any time. a senior japanese intelligence official told me one of the tunnels could handle a plutonium-type test and the other a test involving highly enriched uranium, which is easier to turn into bomb-making material. experts believe that the north conducted a plutonium type nuclear test twice in the past, but we should note that the north koreans say they will conduct a nuclear test over higher level. they have highly enriched uranium, so we cannot exclude the po

the present situation on the korean peninsula is very complex and sensitive. we hope the relevant parties can remain calm and speak in a cautious and prudent way and not take any steps which may further inflame the situation. >> a senior fellow at the u.s. china institute at the university of southern california joins us. china is unlikely to take any action against ally and trade partner in north korea? >> the chinese have been urging south korea and the u.s. to talk to north korea for a long time, and that is something that both the obama administration and the of korean -- and the outbound south korean president has been unwilling to do. the chinese have considerable leverage over north korea. on the other hand, beijing's top priority is to ensure stability in north korea. they are not going to do anything that would undermine the regime of kim jong-un or accelerate any movement toward collapse or internal trouble in north korea. for china, that is more important than the nuclear issue, although clearly they will try to rein in north koreans in now. it is l

kengo has spent years tracking developments on the peninsula. how likely will north korea go ahead with this nuclear test? >> gene, i think they will. unless the u.s., japan and south korea and ordinations take extra measures to persuade them to hold off. for example, if american diplomats offer direct talks. north korean authorities have so far carried out two nuclear tests. in both bases, those tests followed a u.n. security council resolution or presidential statement punishing them for missile launch. it's become something of a cycle. the north koreans launch a ballistic missile, the u.n. reacts, officials carry out a nuclear test. the same process seems to be under way again. >> what's behind north korea's intentions with -- in the face of so much international pressure? >> yes. i think the use of these launches and nuclear test to keep a level of control in the negotiations with the u.s. the ultimate goal is to have ballistic missiles with nuclear warheads. they think that will put them on a more even footing with the americans. it's like

everyone else is okay until you get along the peninsula coast. that is where we see the better radar returns to the south. as they move to the southeast they have a best chance of dropping showers along the coast. least likely as you head inland. all of us, though, even with sunshine, stuck in the mid-40's to low 50's for highs. >> the hot spot, literally is castro valley with a car fire westbound 580. you can see app shows 46 minutes ago paul reported on this accident with a car fully engulfed. the damage is done, westbound 580 is jam packed to the 680/580 dublin interchange. that is very slow. coming from the central valley it is slow. a new accident at the interchange at 580 northbound 680 blocking a lane of traffic. slow and over the altamont pass and it slows over the dublin westbound. san jose northbound 101 at story road an accident reported in lane here and slow traffic behind the scene there and san rafael, south 101 is moving nicely and no problems or delays moving to central san rafael. it is fog free and light traffic. for the ipad or

san mateo coast, peninsula and down to santa cruz. came right down out of the north right down the old elevator vast. the systems are stronger in southern california. these systems are cutting off. that's why the system is gonna change. one part of this system will go north, the other part about go south. partly cloudy, chilly, breezy. it will be cold with that north wind in place. mostly sunny, breezy and cool this afternoon. now, temperatures were up for a while. but now the clearing is taking place at least to the north. you can see 31, santa rosa. if it weren't for the breeze, napa could be colder. i've seen lower temperatures than that. a little breeze as well. antioch, 33. low 40s. oakland in there, hayward, redwood city, mountain view and even san jose. a little bit more cloud cover. 7 up in tahoe. 34 sacramento. 27 in ukiah, and a lot of 20s in lake county. tonight will be really cold. the system, it's rotating and accelerating into southern california. it will take the cloud cover with it. mostly sunny today. breezy and cool.

for tonight a few spotty showers in the peninsula. the santa cruz mountains and the south bay.forecast models continue to fine-tune this, it doesn't bring a lot of rainfall onshore for 6:00 a.m. on thursday. a lot of it stays offshore. showers across the peninsula, in the south bay, and it hits around the time temperatures are in the 20s and 30s. a trace to .04 of an inch of rainfall could be enough to give us a dusting of snow. some of the spots to watch out for highway 17 throughout the santa cruz mountains. even twin peaks. while it's not 1,000 feet we may get some rain and also a snow flurry mixing in throughout early tomorrow morning. again, depending on how much moisture is left. temperatures in the low 30s to start. 31 in santa rosa. 32 in napa and 39 in san jose. on the three-day forecast some dry weather into your friday and saturday. monday, tuesday and wednesday of next week, it stays sunny and it stays cold. temperatures in the 50s. 49 inland. that's if for the high. >> that's the high? >> and that's the day of the 49ers game. >> the significance this. >> a weather/
