it's been a long night for penndot crews and the snow hasn't even started falling. >> fatigue sets inlong tedious process. >> reporter: joe pickard spent most his night filling truck to the brim at penndot's salt truck in norristown. >> we'll load them from here and remote stockpiles where we load them to keep all montgomery county. >> reporter: penndot crews will start salting as the first flakes come down. music drivers ears. >> they put the brine down it's all good. hunker down. >> they actually keep on top of this year no major problems. >> reporter: this winter penndot officials have spent $31 million just for salt. but they only budgeted for 26 million. so what gives? >> there's some things where we can shift money. we can reduce row overtime or we can cut back maybe some of our vegetation -- management program programs. >> reporter: if it's needed penndot can get even more salt. but joe pickard hopes that won't be his fate. >> getting ready for april springtime. spend some time i was from here. >> reporter: penndot folks down in norristown say there will be 400 trucks public an

chad you are at the penndot yard. and now they have to change because of the pending conditions. >> they will attack these two storms differently, it's nasty with the freezing rain and they'll attack this storm with salt, you can see this truck being loaded this is one of the last ones to go out this evening and they'll have more tonight, penndot has 300 trucks on the roadways, that includes the entire state fleet and some contractors, they are hitting the road with salt and coming later, they use more brining before the storm and then also apply the salt in that one. but i talked to drivers it's a long two days and a long winter penndot had 20 weather related events sin the beginning of the year. >> have you to be vigilant and keep an eye on the roads and keep putting the salt down especially when they call for the freezing rain and sleet. >> penndot drivers they have advise for drivers out there. give them distance and if you can stay off the roads and it's dangerous for the drivers as well. when it gets icy for us

"action news" reporter vernon odom is live along city avenue in overbrook tonight where penndot crews got busy today. vernon. >> reporter: very busy rick. at this hour the flow of traffic here along city avenue is moving along very smoothly and flowing very well tonight despite a day full of wholesale congestion because penndot is finally repairing one of the worst stretches of bad road here in the delaware valley: the southern stretch of city avenue is more of a traffic nightmare than normal these days because penndot has launched an all out assault on potholes and general deterioration along a half mile stretch that contains hundreds of potholes and general bad road. >> the road is so bad up the road there that if there's no traffic coming on the other side i drive into ongoing traffic. >> reporter: to avoid. >> yes, to avoid the potholes. >> it was very bad. >> reporter: it is the stretch from haverford avenue south to the delaware county line. the regular motorists view the contractors like a liberating army. >> this road has been horrible for quite some time, you know. i'm glad t

penndot wants to make sure the crew doing that work stays safe. penndot is teaming up with local and state police kicking off construction zone awareness week. here are a few things penndot wants you to keep in mind. drive the posted work zone speed limit. stay alert and pay attention to signs and flaggers. turn on your headlights if signs instruct you to do so. and expect the unexpected. >> we understand work zones may be an inconvenience, but we ask for your patience and understanding. since it is not only the safety of our workers that is at stake, but your own safety. >> according to penndot, in 2013 there were more than 1600 crashes in pennsylvania work zones, with 16 people killed in those crashes. >>> a new report finds driving in the garden state doesn't come cheap. car owners there pay almost 50% more than the rest of the country for car insurance. in our area new jersey has the costliest car insurance at $1220 a year. the most expensive in the nation. delaware is next at $1,065 and pennsylvania follows at $827. the national average is $8

we see penndot police on the scene. are currently trying to clear it out but they havement right part of the lane blocked so the eastbound vien -- vine expressway to 8th street. that's the latest on that accident. we have other problems in the area. i talked to police in allentown. even though we're talking temperatures in the 40s in the low-lying areas they have reports of slushy conditions causing it to be slippery. the issue is in horsham county line road and keith valley road. in bucks county they have a similar situation that's happening in birmingham. if you have a situation like that it could be slushy in that area. even though temperatures are 40 degrees, county line road a pothole here. we've seen so many, eastbound county line road at stump road you want to avoid that. >> we're starting with breaking news out of ferguson, missouri, the city for months the sight of protests and outrage yet again on edge. overnight a rally ended up violently with two police officers shot. let's go over to "action news" reporter,
