at the pennsylvania law school -- at the university of pennsylvania law school, we have represented people in civil forfeiture proceedings for 20 years, our work highlighted by a cover story in "the new yorker" magazine entitled taken. we were introduced to civil forfeiture 20 years ago when a 77-year-old black homeowner who had end-stage renal disease was served with a petition for forfeiture of her home. she was never charged, never suspected of criminal activity. it had to do with a neighborhood boy unrelated to her. nonetheless, prosecutors sought to take her home. i remember distinctly her saying something to me that many clients say to me over 20 years, and that was, why is the government trying to take my home when i didn't do anything wrong?
