joining me now pentagon press secretary john kirby. thanks so much for being with us.ant to start with the situation just outside of kyiv, makariv this town that ukrainian officials say they have retaken. i had one cabinet member tell me, john, they expect to retake more towns over the next few days. what kind of visibility do you have on this ukrainian counteroffensive? >> we know that they have conducted other counterattacks, john, and including just last few days down in mykolaiv in the south of ukraine. so, we have talked about the way the ukrainians are bravely defending their country, and they are. but they are now in places and at times going on an offensive. they are going after russians and pushing them out of places where the russians have been in the past. so we have seen this now increase over the last few days. and it's a real testament to their ability to fight to plan, to adapt and to, again, try to push russian forces back out. so, i can't confirm this particular report. certainly we're not in any position to refute it. ukrainians know obviously better

and i think that's a very -- that is a specific word that he's using because he wants -- pentagon press secretary john kirby wants to convey that they are not yet saying that russia is letting up the pressure on places like kyiv. now, it is somewhere in the neighborhood up to 20% he said of the russian military arrayed around kyiv, the capital city. some of them have been moving away. and i asked specifically if those troops who are leaving the city, are moving away from the city, are they continuing to attack. and he said right now they're focused on leaving. so that's critical. that being sailed, they still -- the russian military is still going after cities like kyiv and chernihiv up in the north. he also said that there is still an assessment that it's possible this is a larger russian effort to resupply and refit their military troops as part of sort of the next phase of this military invasion. now, whether that focuses on areas like the donbas in the southeast, which there's been some assessment that russia may focus more on that in the coming days, or if it's just reassessing and

you also heard significant condemnation from john kirby, the pentagon press secretary, about the actionsia has been taking. we also heard from white house press secretary jen psaki similar notes where she's saying that what we're seeing in ukraine is horrific. she was again asked about potential war crimes and said that the u.s. is currently conducting its review and collecting evidence of that as she said before. she also talked about a couple things -- china. she talked about national security adviser jake sullivan's meeting with chinese officials in rome and said that he gave them a warning essentially, saying that if china were to offer assistance, provide assistance to russia that would violate some of the u.s. and european sanctions that are in place against russia, or help russia with its offensive against ukraine, that that would bring consequences from the u.s. and its allies. what those consequences are she didn't detail. similarly, she also said that if russia were to use chemical weapons or biological weapons, which has been a concern among administration officials, that that
