but this year even more as we celebrate pepfar at 15, and not only pepfar pepfar at 15 you s the people behind you, and i'm introduced as one of the leaders, a spirit of civility and humanity, where republicans and democrats, the president and congress got along and got something transformationally done. we need to give that a hand. that's a remarkable thing. [ applause ] today we celebrate that unique diverse coalition because we share a common commitment that our nation is at best when we're offering a hand up saving lives around empowering families and communities around the world. let me note that the story of pepfar is a unique and transformational one, to save 14 million lives and combat a disease that was ravaging a continent in just 15 years. it takes something special, a lot of people to honor everyone associated with pepfar, from the administration of three presidents to the members of congress to the faith and nonprofit community, to the private sector would take all day because so many people in this room and elsewhere were involved so today we hon fwhor individuals who repr

certainly pepfar is a great piece of that.f the things that i saw was political leaders were fortunate that tribal leaders were very important. one of the challenges that is already referred to is voluntary meal circumcision. this was a way to really improve the hiv virus they were not used to this how do we convince them it is a good idea? we would have to reach out to the tribal chief who could partner with us and highlight their leadership to start changing 80 about -- ideas about the practices. we needed to reach young people. that they have the future. so we brought with us the pop icons with musicians and artist artists, and put on a performance, track huge numbers of young people, but they were on their machine texting and tweeting that they found the artist and musicians much more interesting. >> well, you heard from the previous panel where pepfar was grounded. so we went through and looked at -- and i want to thank many of the people in the audience who wrote really comprehensive reports on how pepfar could be better and still do that and we read them all the time and work this those areas, but one of the reports and several of the reports said, you know, you talk about transparency but you are not transparent. you write these things in secret in rooms and then you tell everybody this is what you're going to do and the data is not available and we don't know what's going on. so we felt like we had to be more transparent. now, that made everybody nervous from the agencies down to the implementing partners that all this data was going to be up and available, and it is. if you go to pepfar.gov, every data of every site, 55 or 50,000 sites that pepfar works in has that data on the website so that everybody can see it. the communities that we are serving can see it, the governments can see it, civil society can see it. part of what we do in the

that is why our pepfar program is so vitally important, mr. speaker. in just over 15 years, pepfar has saved and improved millions of lives while preventing millions more of h.i.v. infections. thanks to american leadership, pepfar and remarkable individuals like mercedes, we can achieve the goal of sustainable control and eradication of the hiv-aids epidemic. mr. speaker, i rise today to congratulate and thank my dear friend, bob rosasco, for his efforts with men's international seminary and seminary prison degree program. since 2010, this organization has been teaching theology in florida's prisons in order to educate, to train, and to equip members of the prison population so they can teach others about religion and the word of god. this program provides inmates with the necessary tools and training that prepare them to re-enter society and become productive members of the community after their release. studies have shown that those who participate in education programs, including religious programs while incarcerated are much less likely to reoffend
