as mayors this year we have a critical role in helping the state shaped the perkins plan. we want to regularly evaluate needs and how programs are meeting the needs. most of you likely work with community economic development teams. most of you probably know the business leader in the community well and we certainly know the community better than anyone in this town. you know what kinds of people are needed for new businesses opening or expanding communities and probably a few folks with additional education could thrive in some of those jobs. you all want your communities to grow and prosper. so, you must play the important role of bringing together education and industry. that demands a rethink. i've talked a lot lately about rethink. some ask why that's necessary. education is the least disrupt did industry in america. let's not kid ourselves, it is an industry. the mismatch for too many kids. every student is different and therefore learns differently. education is to sideload. pre-k, k-12, cte, community college, higher ed, etc. the rest of the world is not sideload.

engagement on skills and education, and we have really accomplish some great things, including the perkins act. it is about creating a society where you value skills and not just diplomas. that requires a lot of policy change. if you roll back to your initial questions to me on technology, the number one issue for, i believe, our society right now is skills. it is retraining and people coming out with fresh skills. that is why there are 7 million jobs, 6 million people looking, but not a match in skills. we have found a receptive audience in trying to advance things like apprenticeship, policy things around education, to put focus on how do you get an environment where people can participate in new tech and that it does not always require a four-year college degree. i talked about this, more than a bit about this at ces. i introduced a lot of ibmers, we call them new collars. not blue-collar, not white-collar, nontraditional. someone who is a firefighter or a barrista. we have about 200 of these going on. that is an example of an area that i have found to be very productive for discussion.
