i think after this is over we need to look at whether we need more permanent structure on the pandemic i have colleagues who will tell you we are going to continue to experience not just this kind of pandemic but a friend of mine who offered the bug may be winning, maybe we need a more permanent structure because we do tend to forget. i'm a little bit sympathetic with those in positions of leadership right now because you can never quite plan for what you actually experience. if you said this is a pandemic that is not going to affect children practically at all you wouldn't have thought that. the next crisis, the next pandemic will be different. i do think a more permanent structure to deal with it may be a good idea. >> we read newspapers and news reports about the uncertainty associated with the origin of the virus. a question that gets to that, is there an inkling this could have been other than an unfortunate natural biological event? >> i don't believe it was intentional in any way or a form of bioterrorism. i don't think there's any reasonable that the chinese would have endanger
