andre perry with the brookings institution, he joins us now. i think it is fair to say you have your criticisms about this program. you wouldn't necessarily cut the funding in half. >> absolutely. the work study program primarily puts money in students' pockets, those students who need it. now, it doesn't get to community colleges where the bulk of low income students go. so the percentage of people receiving work study grants isn't commensurate to the need. in addition, outcomes for students who receive work study funds aren't that great, but they are good for the lowest income students who receive it. and so the reason why is many low income students because they can only work up to 20 hours a week, they often take on more hours and so then that decreases their chances for on-time graduation. and so cuttings funds is really the wrong direction. she should be -- or the trump administration should be increasing the funds so students don't have to work additional hours. >> so what will be the impact of this? is betsy devos is not wrong that the
