i guess my question is from a national guard perspective, from a naval perspective, with the helicopter resources down there, do you feel you would be able to quickly move those resources and you have the agreements in place. we'll start with the national guard and work on our way down. >> although we're advertised as a one week a month and two weekends a year, i've got crews on pretty much every day and if cal fire calls i can get crews out in just a matter of hours. we did do that about two months ago, the robbers fire, and it worked out real well. cal fire went in real aggressive and put out the fire in a short period of time. so there's no issue with us being immediately available, we've got our buckets, crew trained. >> as an example of that, 2007 we saw -- 2003 we had the cedar fire and we all thought the cedar fire in 2003 was a fluke. it was the first mega fire that california really experienced. and we thought, well, it will be, that's a career fire, that will be it. then 2007 came around. in 2007 we had another fire siege, same weather scenario, but we didn't have one cedar fi

and clearly they were two different perspectives of how we wanted to actually legislate a process for how we do ceqa appeals, particularly for exemptions and negative declarations as supervisor wiener had mentioned. i think there are still a couple of key points that i and many folks are supporting our piece of legislation, continue to hope that we'll ~ will stay in the final piece that comes out. actually, the most popular piece of our ordinance, and this is through attending many neighborhood association meetings, what i hear strongly over and owe again is the electronic notification piece. ~ over this is something that residents overwhelmingly like the concept of and would like planning department to institute. i've heard this from greater west portal. we heard this from south beach, rincon hill, mission bay. people want to know when projects are coming forward in their neighborhoods and they'd like to pre-subscribe to a system so they can get an automatic e-mail when there are projects in their neighborhood or by type of project. so, this continues to be a key piece. we will work

it is not just law enforcement perspective, it is not just the community-based perspective, it is not just the research perspective, it is a multi- layered approach. first and foremost, we do have to consider meeting youth where they are act. we are talking about perpetrators of violence or what not or system involved or involved in gangs, we have to meet them where they are at. pain and hurt produces more hurt, right? what is fundamental it is addressing back pain -- addressing that pain. not looking at folks in a punitive way and saying, this guy is notorious, we have to lock him up. that person is hurting. he might have been abused, you know. first and foremost, we need to meet that individual's needs. i am pursuing a master's in social work. i have that lens. we need to heal our communities and take those answers upon ourselves. everybody has already -- we sure this in perspective, but definitely, we need to create community anchored solutions. that involves a discourse with policy makers. as people of color, we need to be accountable and to be positive role models. greek them on

from my perspective i have been -- i want to echo a lot of the comments supervisor breed made and say /aeu /soesuate with the this process started so long ago but i do also -- this has been a real public safety issue and i've driven the street my whole life. there are deaths that happen here and we need to do a lot in terms of programming to make sure that doesn't happen. i think the improvements will be great. i am extremely sensitive to the comments. i have a family with young children -- in terms of parking -- it's an issue. we need to address it. it continues to creep up and from a supervisor here today, a commissioner's perspective, i am constantly frustrated by the fact that it seems like we can't do enough outreach or the outreach that is being done is not enough or appropriate. we have projects where people across the street don't know about it to me still bewilders me and raiseses a lot of concerns, but in terms of this project to me it is about public safety and why i would support the funding of it, but going forward from my perspective, i want to echo supervisor breed's co

this is my perspective. this is a little drama. i feel very unhappy, beyond disappointed that i don't have a record from the arts commission, a paid director who has been on-the-job 41 years. it's woeful. >> six years ago i asked her with her concurrence why she wanted to be a street artist and she indicated there were certain things about that lifestyle that she found very attractive. that was neither here nor there with respect to today. the question is that there were two other street artist at that time that were raising the issues with her in that previous case. the question of and then i have to ask is not so much that what we can't substantiate, i do need to reinforce though, that the department has indicated at least one thing that perhaps needs to be identified. that is that the art that she's selling is not what she was certified to do. we can ask the question, but the issue here really is a renewal of a license and it's not any type of an action that relates to her on going. it's either we grant the renewal or we don't.
