it is not just law enforcement perspective, it is not just the community-based perspective, it is not just the research perspective, it is a multi- layered approach. first and foremost, we do have to consider meeting youth where they are act. we are talking about perpetrators of violence or what not or system involved or involved in gangs, we have to meet them where they are at. pain and hurt produces more hurt, right? what is fundamental it is addressing back pain -- addressing that pain. not looking at folks in a punitive way and saying, this guy is notorious, we have to lock him up. that person is hurting. he might have been abused, you know. first and foremost, we need to meet that individual's needs. i am pursuing a master's in social work. i have that lens. we need to heal our communities and take those answers upon ourselves. everybody has already -- we sure this in perspective, but definitely, we need to create community anchored solutions. that involves a discourse with policy makers. as people of color, we need to be accountable and to be positive role models. greek them on

i read that from my perspective down at camp pendleton as the active for the. u.s. northern command have been tasked to (inaudible) defense support to civil authority concept plans. with that, there is a recommendation to integrate and synchronize dod planning with federal, regional and state partners, something that san francisco fleet week has energized in the bay area over the past 3 years. the establishment of the dual status commander helps us pull title 10 and title 32 forces together in a more synchronized dod response. the new attention and focus by dod is only part of the puzzle, though. dod success in helping in response to a disaster will ultimately be determined by civil authorities and their ability to properly plan their initial response and then the means by which dod capabilities are requested and properly employed. we know dod is in support of civil authorities and the real burden to that effective support is going to be sound planning to ensure we're properly directed and we can best benefit or provide benefit to the need of the place where we're s

from a chinese perspective i think from a decent international legal perspective that is and it does say the least an extremely problematic scenario and russia and china were not about to let this scenario repeat itself in syria and you know as far as you know the united states doing. what was necessary early on i mean there is this small matter of sovereignty there is this small matter of international law that says you only get to use force when the security council authorizes or under a fairly narrow interpretation of self-defense in the un charter the united states has no right it may have a hedge of monic parag it ever think it does but it has no right to impose no fly zones over sovereign states in order to get rid of a leader that it doesn't like ok judith when you want to reply to that. first of all no fly zone would do that to be an international effort secondly it wasn't to get it would not have been intended to get rid of the leader it would have been intended to protect the syrian population seventy thousand of whom are now dad we don't know how many are wounded in maimed

i think it's the right thing to do for the retirees and the financial perspective in san francisco and as we grapple with growing and retirees here in san francisco and plan securely as a city and solidify the governance of the structure of the trust fund. it's going to do a few things. first it will result in major cost savings for the city of san francisco and income investment and compound and used ultimately to pay the benefits over time. in 30 years have a significant decreased burden for our general fund and for me personally and i know a number of folks in the audience one of the most satisfying factors of this charter amendment and how it was constructed we're not requiring any additional contributions from employees. we're not reducing benefits for retirees and within approximately 30 years we're going to eliminate a 4.4 million dollars liability off of the books here in san francisco. to me it's a win-win situation. we accrued this liability in several generations and if we can solve it it's the right thing to do for the city. i want to thank so many people in constructing th
