attempted to reform san francisco's c-e-q-a process without success including former supervisors peskin, ma, and alioto-pier. again, i think our board is engaging in that process in terms of what the best way that reform looks. so, today i am formally introducing, after spending the ma last month working with the city attorney's office, and willing with planning, on a different perspective in terms of how that reform can happen. i'm proud to introduce that legislation today with supervisors campos, avalos, and mar, and hope to have more co-sponsors by the end of the week. the first focus of this legislation is clear posting and stronger notification requirements. if we are going to set deadlines on the back end that curtail when appeals are no longer eligible, then we also need a lot more work on the front end. currently most of our projects are not noticed. and in supervisor wiener's proposal, 85% of projects will continue to not be noticed. our proposal proposes to strengthen notification requirements for potentially historic projects and projects that tend to escalate. also specific

you have a letter from former president of the board of supervisors ann peskin who is one of the chief sponsors of this legislation as well as former supervisor jake mgoldric is here and he was the chief sponsor and the author of this legislation and they are both saying that the interpretation given to this section by the department is incorrect. and the department tries to explain it, we attached as to our brief that this was attempted to be explained to commissioners sagaya at the planning commission and that section of the back and forth is attached as exhibit 20. if you look at the newspaper article that we attached

and as supervisor peskin mentioned, and sometimes people forget he was the first one that tried. supervisor alioto-pier and supervisor ma, this has been going on for a long time. there are always reasons it doesn't move forward or gets delayed. there are projects that are impacted by this. the dolores park appeal which i think someone suggested some sort of oddity in the timing, we were all floored when that came in last week. no one saw that coming. and the fact is that right now the way the law is today, that was the process in my district, it took a year with dozens of community meetings and hundreds of members of the community participating where we had a good consensus result. after -- if the planning commission confirms the negative declaration, that can be appealed to the board of supervisors while that park project is in construction and it will have to stop as soon as it's filed. so, these appeals are happening. even the threats of them has an impact. even if the appeal doesn't materialize. so, i respect, supervisor, your view on a number of the substantive issues. i don
