supervisor peskin? >> supervisor peskin: thank yo mam president. i would be honoured to be listed as a cosponsor, and second, my neighbor -- neighbors asked that i invoked the name of eddie fung who was her neighbor for over 30 years when she lived on lombard street befor she got evicted. and he was known by another name -- neighbor of hers from waverly place in chinatown as the only kid in school who wore red cowboy boots and continue to be a beloved character in the neighborhood. he is feured in a documentary that captures the experience of world war ii veterans called "the wa and now." which our own chronicle reporter had this to say about in 2,007. he was born and raised in san francisco's chinatown was captured by the japanese and worked as a slave labourer on the burma and thailand death railway. the experience taught him what it was to be a man and what it was to be proud to be chinese. he had the distinction of being the only chinese american soldier to be captured by the japanese during the -- during world war ii. he was put to work on tha

peskin? >> supervisor peskin: as i tried to say at the beginning, rear yard pop outs aren't about solving san francisco's housing problems. the reality is this -- our housing department is fee driven, for better or worse. this whole notion that it frees up staff time is rather questionable, ifot n dubious. they're not being paid with ad valorem tax revenue, they're being paid. the notion that you stop fees in one plae and somehow this is going to miraculously free up staff time, this doesn't make sense. if you've got this other project, this project has fees, whether it's lennar at the shipyard or this whole conditional use. the reason i think at a high level the desire to stream line 100 % affordable housing makes sense, but the notion that we're wiping out community involvement over the things that drive neighbors and neighborhoods crazy and reduce trust in the planning department has nothing to do with the provision of affordable housing, which is why -- i mean, look, 80% of this ordinance

i would like to echo supervisor peskin's comments.hink in general i urge you to support this, at least as proposed here. it's clear to me that the central soma plan could stomach that $5 increase as well. i commend the planning staff on their work on the fiscal feasibility analysis. i think that's really helpful to have those numbers broken down, but that analysis is only as accurate as the data and assumptions that go into it. and seeing analysis based on $74 per square foot price when we saw facebook leasing part towers and that is over $100 square foot, is such a dramatic increase, it shows what incredible demand and profitability there are in the large office towers and we know how much transportation and housing impacts those have. and we need to do a better job of capturing that value. that uncertainty in the cost and the assumptions in these analysis is what drives a lot of the problems we have in coming to an agreement on issues like this fee and inclusionary housing fee and i urge you to get more certainty and transparency in

closer to 17 million, thank you, supervisor peskin. could you explain what this contract costs cover, and i am familiar with brilliant corners and their work, but what services would be provided under this contract? >> sure. it covers everything from the point for the preparation for movingo indal ll tti time that they leave. so it does a lot of -- they do a lot of work in terms of unit identification and finding appropriate market rate community settings in fair market housing, and it's looking also at accommodations that a person might need. for example, someone might need a roll in shower or an elevator because they need wheelchair access. they do things in -- in preparation for the move, including looking at floors and if there needs to be a rug or no be a rug. if someone has a wheelchair, maybe they need a harder floor. they'll do thingsikrab bars, and they manage all the logistics of what one might need prior to m in. once someone has moved in, they'll do regular checks more intensively in the beginning to make sure that person i
